Part 4 of Schedule 1AB (table)

Insert in its appropriate position:

National Science Week and strategic science communication activities

To provide funding for:

(a) activities that are part of National Science Week; and

(b) activities that enhance the community’s understanding of, and interest in, science, technology, engineering or mathematics (STEM), including:

(i) measures that will support science tourism; and

(ii) measures that will assist in educating people under 18 years of age and assist them to reach their fullest potential by stimulating their interest in, and understanding of, STEM; and

(iii) citizen science projects; and

(iv) the development of quality assurance standards for a citizen science project and documents that provide guidance on how to undertake a citizen science project; and

(v) one or more national prizes that celebrate excellence in science; and

(vi) the development of software applications for smart phones and tablets; and

(vii) activities that will enhance the scientific literacy of individuals who are leaders in the Australian community; and

(viii) the development and delivery of national outreach programs delivered by or on behalf of the Commonwealth, acting through Questacon, that focus on delivering educational activities in the fields of STEM.

These objectives also have the effect they would have if they were limited to providing funding:

(a) for the fostering or promotion of interstate or overseas trade and commerce; or

(b) for measures that involve the use of telegraphic, telephonic, and other like services; or

(c) for measures that involve the making or recording of astronomical and meteorological observations; or

(d) for the collection, analysis, dissemination or use of statistics; or

(e) for the provision of assistance to the people of any race for whom it is deemed necessary to make special laws; or

(f) for measures to give effect to Australia’s obligations under the following:

(i) the Convention on the Rights of the Child, particularly Article 29;

(ii) the International Covenant on Economic, Social and Cultural Rights, particularly Articles 6 and 15;

(iii) the International Labour Organization’s Convention concerning Vocational Guidance and Vocational Training in the Development of Human Resources, particularly Articles 1 and 2;

(iv) the Convention on Biological Diversity, particularly Articles 7, 12 and 13;

(v) the United Nations Framework Convention on Climate Change, particularly Articles 4 and 6;

(vi) the Convention on Wetlands of International Importance especially as Waterfowl Habitat, particularly Article 4;

(vii) the United Nations Convention to Combat Desertification in Countries Experiencing Serious Drought and/or Desertification, Particularly in Africa, particularly Articles 5, 17 and 19; or

(g) in relation to places, persons, matters or things external to Australia; or

(h) by way of grants of financial assistance to a State or Territory; or

(i) in, or in relation to, a Territory; or

(j) for activities done in the exercise of the executive power of the Commonwealth; or

(k) for measures engaged in that are peculiarly adapted to the government of a nation and cannot otherwise be carried on for the benefit of a nation.

Citizen Science Projects

To provide funding for citizen science projects.

This objective also has the effect it would have if it were limited to providing funding:

(a) for measures involving the use of telegraphic, telephonic, and other like services; or

(b) for measures that involve the making or recording of astronomical and meteorological observations; or

(c) for the collection, analysis, dissemination or use of statistics; or

(d) to give effect to Australia’s obligations under the following:

(i) the Convention on the Rights of the Child, particularly Article 29;

(ii) the International Covenant on Economic, Social and Cultural Rights, particularly Article 15;

(iii) the Convention on Biological Diversity, particularly Articles 7, 12 and 13;

(iv) the United Nations Framework Convention on Climate Change, particularly Articles 4 and 6;

(v) the Convention on Wetlands of International Importance especially as Waterfowl Habitat, particularly Article 4;

(vi) the United Nations Convention to Combat Desertification in Countries Experiencing Serious Drought and/or Desertification, Particularly in Africa, particularly Articles 5, 17 and 19; or

(e) in relation to places, matters or things external to Australia; or

(f) in, or in relation to, a Territory.

Maker Projects

To provide funding for measures that will assist people to engage in Maker Projects, being the design, creation or development of technological products.

This objective also has the effect it would have if it were limited to providing funding:

(a) to give effect to Australia’s obligations under the following:

(i) the Convention on the Rights of the Child, particularly Article 29;

(ii) the International Covenant on Economic, Social and Cultural Rights, particularly Article 15; or

(b) in, or in relation to, a Territory.
