1Name

This instrument is the Financial Framework (Supplementary Powers) Amendment (Health Measures No. 4) Regulations 2018.

2Commencement

(1) Each provision of this instrument specified in column 1 of the table commences, or is taken to have commenced, in accordance with column 2 of the table. Any other statement in column 2 has effect according to its terms.

This instrument is made under the Financial Framework (Supplementary Powers) Act 1997.

National Return of Unwanted Medicines Program

To provide funding for a national collection and disposal service to consumers for expired or unwanted medicines, including:

(a) to coordinate the collection, and subsequent transport and disposal, of returned medicines from community pharmacies; and

(b) to ensure the proper and safe disposal of medicines; and

(c) to increase awareness amongst consumers, pharmacists and other health professionals regarding the availability of the service.

This objective also has the effect it would have if it were limited to measures:

(a) providing, or incidental to the provision of, pharmaceutical benefits, sickness benefits or medical services; or

(b) to give effect to Australia’s obligations under the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2 and 12.

Quality use of Diagnostics, Therapeutics and Pathology Program

To provide funding toNPS MedicineWise to improve the way in which health technologies, medicines and medical tests are prescribed and used, including:

(a) to develop and deliver educational materials on the appropriate use of medicines; and

(b) to provide appropriate healthcare interventions to promote the appropriate use of subsidised diagnostics, therapeutics and pathology; and

(c) to promote free access to information about the judicious and safe use of diagnostics, therapeutics and pathology; and

(d) to develop and provide tools and resources aimed at ensuring the appropriate, safe and efficacious use of medicines and health technologies.

This objective also has the effect it would have if it were limited to measures:

(a) providing, or incidental to the provision of, pharmaceutical benefits, sickness benefits or medical services; or

(b) to give effect to Australia’s obligations under the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2 and 12.

Value in Prescribing Program

To provide funding to entities to deliver healthcare interventions aimed at promoting the appropriate use of medicines and blood products, including:

(a) to develop and deliver educational materials on the appropriate use of Pharmaceutical Benefits Scheme (PBS) items, medicines and blood products; and

(b) to develop and provide training on decision support tools aimed at supporting the efficient and appropriate use of PBS items, medicines and blood products; and

(c) to support the professional development of specialist healthcare providers in relation to the prescription and appropriate use of PBS items, medicines and blood products; and

(d) to increase the delivery to consumers and pharmacists of information and educational activities relating to the appropriate use of PBS medicines and blood products.

This objective also has the effect it would have if it were limited to measures:

(a) providing, or incidental to the provision of, pharmaceutical benefits, sickness benefits or medical services; or

(b) to give effect to Australia’s obligations under the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2 and 12.
