1Name

This instrument is the Financial Framework (Supplementary Powers) Amendment (Health Measures No. 3) Regulations 2018.

2Commencement

   Each provision of this instrument specified in column 1 of the table commences, or is taken to have commenced, in accordance with column 2 of the table. Any other statement in column 2 has effect according to its terms.

Schedule 1—Amendments

Insert:

300	Prioritising mental health—aftercare following a suicide attempt	To fund Primary Health Networks and beyondblue to deliver, in partnership with Local Hospital Networks, the Way Back Support Service across Australia. This objective also has the effect it would have if it were limited to measures: (a) to support veterans and defence force members and their families; or (b) to provide services to Indigenous Australians and particular groups of Indigenous Australians; or (c) to give effect to Australia’s obligations under the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2 and 12; or (d) to provide services to individuals living in a Territory; or (e) undertaken in the exercise of the executive power of the Commonwealth.
301	Prioritising mental health—suicide prevention campaign	To provide funding to SANE Australia to develop and trial a suicide prevention campaign aimed at people who are contemplating suicide, including funding to: (a) develop a campaign based on real‑life stories from people who have attempted suicide to convey positive messages of hope; and (b) disseminate campaign materials and messaging via social media, television and radio communications; and (c) test the efficacy of peer to peer storytelling as a suicide prevention strategy; and (d) disseminate information about suicide and resources to support families, friends, carers and colleagues of people who are contemplating suicide. This objective also has the effect it would have if it were limited to measures in connection with electronic communications.
302	Prioritising mental health—Lifeline Australia—enhanced telephone and online crisis service	To fund Lifeline Australia for the delivery and enhancement of a 24‑hour telephone and online crisis support and suicide prevention service. This objective also has the effect it would have if it were limited to measures in connection with telephonic or electronic communications.
