Insert in its appropriate position:

Biomedical Translation Fund

To invest in promising biomedical discoveries and assist in their commercialisation, and to encourage the development of companies that are commercialising biomedical research and development, as measures:

(a) with respect to the provision of medical and dental services; or

(b) to give effect to Australia’s obligations under the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2 and 12; or

(c) that are peculiarly adapted to the government of a nation and cannot otherwise be carried on for the benefit of the nation.

Commonwealth Home Support Programme

To support frail older people who are living in the community to stay in their homes and to maximise their independence by:

(a) providing entry level support services to assist them to live independently at home and in the community; and

(b) providing them with respite care to support their relationships with their carers; and

(c) assisting those who are homeless, or at risk of homelessness, to access appropriate and sustainable housing, as well as community care and other support services; and

(d) supporting the development of the community aged care service system in a way that meets the aims of the programme and the aged care system more broadly; and

(e) providing a standardised assessment process that encompasses a holistic view of the needs of people seeking to access services under the programme, and conducting assessments of those people.

This objective also has the effect it would have if it were limited to:

(a) providing sickness benefits and medical services, and engaging in measures incidental to the provision of those benefits and services; or

(b) engaging in measures to meet Australia’s obligations under international agreements, including the International Covenant on Economic, Social and Cultural Rights, particularly Article 11; or

(c) undertaking activities in the exercise of the executive power of the Commonwealth.
