This instrument is the Financial Framework (Supplementary Powers) Amendment (Health, Disability and Ageing Measures No. 3) Regulations 2025.

   Each provision of this instrument specified in column 1 of the table commences, or is taken to have commenced, in accordance with column 2 of the table. Any other statement in column 2 has effect according to its terms.

98	Grant to Capital Health Network Ltd—Alcohol and Other Drugs	To provide funding to Capital Health Network Ltd to support access to health‑related education and information, as well as the prevention and treatment of the abuse of alcohol and other drugs, by delivering a community withdrawal support service, as a measure to give effect to Australia’s obligations under the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2 and 12. This purpose also has the effect it would have if it were limited to measures: (a) to give effect to Australia’s obligations under one or more of the following: (i) the Convention on Psychotropic Substances, particularly Article 20; (ii) the Convention on the Rights of the Child, particularly Articles 4 and 24; (iii) the Single Convention on Narcotic Drugs, 1961, as amended by the 1972 Protocol, particularly Articles 4 and 38; (iv) the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances, particularly Article 14; or (b) undertaken in, or in relation to, a Territory.
99	Grant to Wentworth Healthcare Limited	To provide funding to Wentworth Healthcare Limited to support access to health‑related education and information, as well as the prevention and treatment of the abuse of alcohol and other drugs and mental illness, by delivering comprehensive community‑based addiction services, as a measure to give effect to Australia’s obligations under the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2 and 12. This purpose also has the effect it would have if it were limited to measures to give effect to Australia’s obligations under one or more of the following: (a) the Convention on Psychotropic Substances, particularly Article 20; (b) the Convention on the Rights of the Child, particularly Articles 4 and 24; (c) the Single Convention on Narcotic Drugs, 1961, as amended by the 1972 Protocol, particularly Articles 4 and 38; (d) the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances, particularly Article 14.
100	Grant to Launceston City Mission Inc	To provide funding to Launceston City Mission Inc to support the operation of residential alcohol and other drug rehabilitation, recovery and support facilities at Serenity House in Burnie, Tasmania, as a measure to give effect to Australia’s obligations under one or more of the following: (a) the Convention on Psychotropic Substances, particularly Article 20; (b) the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2 and 12; (c) the Single Convention on Narcotic Drugs, 1961, as amended by the 1972 Protocol, particularly Articles 4 and 38; (d) the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances, particularly Article 14.
101	Grant to the University of New South Wales for the National Centre for Clinical Research on Emerging Drugs	To provide funding to the University of New South Wales to support the National Centre for Clinical Research on Emerging Drugs to undertake research, educational activities and policy development activities relating to methamphetamine and new and emerging drugs, including: (a) research for the purposes of improving treatment and overall health outcomes; and (b) developing and disseminating products for clinical practice and clinical guidance; and (c) developing and piloting new internet‑based therapies; and (d) supporting information‑sharing networks and platforms, such as the Prompt Response Network; as a measure to give effect to Australia’s obligations under one or more of the following: (e) the Convention on Psychotropic Substances, particularly Article 20; (f) the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2 and 12; (g) the Single Convention on Narcotic Drugs, 1961, as amended by the 1972 Protocol, particularly Articles 4 and 38; (h) the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances, particularly Article 14. This purpose also has the effect it would have if it were limited to measures with respect to postal, telegraphic, telephonic, and other like services (within the meaning of paragraph 51(v) of the Constitution).
102	Grant to Street Side Medics Limited	To provide funding to Street Side Medics Limited to support the provision of mobile health services to people experiencing homelessness. This purpose has the effect it would have if it were limited to measures: (a) for the provision of, or incidental to the provision of, medical services (within the meaning of paragraph 51(xxiiiA) of the Constitution); or (b) to give effect to Australia’s obligations under the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2 and 12.
103	Grant to Capital Health Network Ltd—Access to Bulk Billing General Practitioners	To provide funding to Capital Health Network Ltd to maintain and increase access to bulk billing general practitioners in the Australian Capital Territory.

752	Alcohol, Tobacco and Other Drug Research	To support research relating to alcohol, tobacco and other drug use in Australia, including the following: (a) data collection, analysis and evaluation activities on the emerging areas of local concern and the effectiveness of new technologies and methods for the full spectrum of care, from prevention to treatment; (b) the development of evidence‑based policy and advice in consultation with relevant stakeholders, including in relation to harm reduction, demand reduction and supply reduction; (c) the translation of research into accessible alternative formats for ease of understanding by a diverse audience; (d) the development, promotion and dissemination of evidence‑based information and education; as a measure to give effect to Australia’s obligations under one or more of the following: (e) the Convention on Psychotropic Substances, particularly Article 20; (f) the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2 and 12; (g) the Single Convention on Narcotic Drugs, 1961, as amended by the 1972 Protocol, particularly Articles 4 and 38; (h) the WHO Framework Convention on Tobacco Control, particularly Articles 5 and 20.
753	General Practice Training	To fund measures that support the training of general practitioners, in order to sustain and increase the general practice workforce across Australia, by: (a) supporting the Royal Australian College of General Practitioners Limited, the Australian College of Rural and Remote Medicine Ltd and the Remote Vocational Training Scheme Ltd to create and maintain vocational training places across all metropolitan, regional, rural and remote locations, to enable medical practitioners to specialise as general practitioners, including by providing general practice registrars with: (i) support to achieve fellowship through a high quality education and training program accredited by the Australian Medical Council Limited; and (ii) accredited training placements using a robust distribution methodology, accredited supervision, medical education, cultural education and mentorship, training and assessment services, advice, research and resources; and (b) administering the National Consistent Payments Framework to deliver payments to: (i) general practice registrars, including through the provision of parental leave incentives, study leave incentives and salary incentives; and (ii) general practice supervisors; and (iii) general practices, including through salary support; and (c) enabling the Indigenous General Practice Trainee Network (Aboriginal and Torres Strait Islander Corporation) to provide culturally appropriate and tailored support services for Aboriginal and Torres Strait Islander general practice registrars; and (d) supporting professional development activities for cultural educators and mentors; and (e) supporting General Practice Registrars Australia Limited and GPTA Ltd to: (i) provide general practice registrars and supervisors with professional support and peer networks; and (ii) advocate for the interests of general practice registrars and supervisors; and (iii) promote general practice to medical students and junior doctors, including by supporting the General Practice Students Network; and (iv) deliver the National Terms and Conditions for the Employment of Registrars; and (f) supporting research, data collection and consultation related to key issues in general practice training and supervision, to build an evidence base for policy and advocacy on general practice issues. This objective has the effect it would have if it were limited to measures: (a) for the provision of, or incidental to the provision of, benefits to students or medical services (within the meaning of paragraph 51(xxiiiA) of the Constitution); or (b) with respect to Indigenous Australians and particular groups of Indigenous Australians; or (c) to give effect to Australia’s obligations under the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2 and 12.
754	Peer Workforce Association	To fund the establishment and operation of a peer workforce association to represent and support peer workers across mental health and suicide prevention, alcohol and other drugs and psychosocial disability support service systems, as a measure to give effect to Australia’s obligations under the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2 and 12.
755	Precision Medicine and Rare Cancers Program	To provide funding for: (a) initiatives that facilitate patients with cancer and their clinicians accessing clinical trials, precision medicine or personalised treatments; and (b) an online platform that facilitates patients with rare cancers and their clinicians accessing expert clinical advice, management guidelines, genetic testing, research opportunities or clinical trials. This objective has the effect it would have if it were limited to measures: (a) with respect to postal, telegraphic, telephonic, and other like services (within the meaning of paragraph 51(v) of the Constitution; or (b) for the provision of, or incidental to the provision of, medical services (within the meaning of paragraph 51(xxiiiA) of the Constitution).
756	Strategic Agreement on Pharmacist Professional Practice	To provide funding to the Pharmaceutical Society of Australia Limited to implement the Strategic Agreement on Pharmacist Professional Practice, including by developing, implementing, reviewing and maintaining: (a) the Professional Practice Standards; and (b) the Code of Ethics for Pharmacists; and (c) the National Competency Standards Framework for Pharmacists in Australia; and (d) the Clinical Governance Principles for Pharmacy Services; and (e) practice guidelines for pharmacy services; and (f) pharmacy credentialing and accreditation systems; as a measure to give effect to Australia’s obligations under the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2 and 12.
757	Translation and Interpretation Services for Primary Health Networks	To provide funding for translation and interpretation services to support culturally and linguistically diverse people access mental health services delivered by Primary Health Networks, as a measure to give effect to Australia’s obligations under the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2 and 12.
758	Primary Health Care—Infrastructure Grants	To provide funding for the following health infrastructure projects: (a) capital works for Burnie Health Hub; (b) construction of Flinders Health Clinic, Smithton Health Hub and West Brisbane Health and Housing Clinic; as a measure to give effect to Australia’s obligations under the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2 and 12.
