1Name

This instrument is the Financial Framework (Supplementary Powers) Amendment (Foreign Affairs and Trade Measures No. 1) Regulations 2024.

2Commencement

   Each provision of this instrument specified in column 1 of the table commences, or is taken to have commenced, in accordance with column 2 of the table. Any other statement in column 2 has effect according to its terms.

Schedule 1Amendments

Financial Framework (Supplementary Powers) Regulations 1997

1. 1

   In the appropriate position in Part 4 of Schedule 1AB (table)

Insert:

651	Cyber systems in Pacific Island and Southeast Asian countries	To fund: (a) a pilot program to scope and upgrade the cyber systems used by the governments of Pacific Island countries; and (b) bilateral cyber exercises and training to prevent cyber incidents in Southeast Asian countries.
652	Australia‑France Bilateral Roadmap	To build and maintain Australia’s relationship with France by providing funding for the following activities: (a) the Australia‑France Centre of Excellence for the Indo‑Pacific, including the following: (i) the Indo‑Pacific Studies Program; (ii) the Energy Transition Program; (iii) the Pacific Social Sciences Program; (b) research relating to Antarctica and the Southern Ocean; (c) a France‑Australia cultural initiative, including the following: (i) establishing partnerships between French and Australian institutions and festivals; (ii) establishing and expanding a network of performing arts professionals; (iii) enhancing awareness of First Nations cultural assets in France; (iv) advancing cooperation on film conservation and restoration. This objective also has the effect it would have if it were limited to measures: (a) with respect to places, persons, matters or things external to Australia; or (b) undertaken in the exercise of the executive power of the Commonwealth.
