This instrument is the
Financial Framework (Supplementary Powers) Amendment (Education, Skills and Employment Measures No. 4) Regulations 2021 .
(1) Each provision of this instrument specified in column 1 of the table commences, or is taken to have commenced, in accordance with column 2 of the table. Any other statement in column 2 has effect according to its terms.

This instrument is made under the
Financial Framework (Supplementary Powers) Act 1997 .
Each instrument that is specified in a Schedule to this instrument is amended or repealed as set out in the applicable items in the Schedule concerned, and any other item in a Schedule to this instrument has effect according to its terms.

In the appropriate position in Part 3 of Schedule 1AB (table) Insert:
53 | Grant to MultiLit Pty Limited | To provide funding to MultiLit Pty Limited to provide phonics‑based programs to support literacy outcomes for students (particularly Aboriginal and Torres Strait Islander students), to give effect to Australia’s obligations under either or both of the following:

517 | School Partnerships to Improve Educational Outcomes for Indigenous Students in Remote Schools | To provide funding to facilitate non‑government schools engaging in partnerships with remote schools to improve educational outcomes of Aboriginal and Torres Strait Islander students in the remote schools. 518 | Migrant Skills Incentives | To increase the number of skilled migrants who can contribute to the Australian workforce at an appropriate skill level, by funding the development, promotion and provision of: (a) skills assessments; and (b) employability assessments; and (c) skills training; for aliens (within the meaning of paragraph 51(xix) of the Constitution). This objective also has the effect it would have if it were limited to measures with respect to immigrants. |
519 | Skills for Education and Employment Program | To enable job seekers to secure sustainable employment or participate in further education, by providing access to language, literacy, numeracy and digital skills training, as benefits to students within the meaning of paragraph 51(xxiiiA) of the Constitution. |
520 | VET system improvements | To support improvements to the vocational education and training (VET) system, including by:
