This instrument is the Financial Framework (Supplementary Powers) Amendment (Education, Skills and Employment Measures No. 4) Regulations 2021.

2Commencement

   Each provision of this instrument specified in column 1 of the table commences, or is taken to have commenced, in accordance with column 2 of the table. Any other statement in column 2 has effect according to its terms.

   In the appropriate position in Part 3 of Schedule 1AB (table)

Insert:

53	Grant to MultiLit Pty Limited	To provide funding to MultiLit Pty Limited to provide phonics‑based programs to support literacy outcomes for students (particularly Aboriginal and Torres Strait Islander students), to give effect to Australia’s obligations under either or both of the following: (a) the Convention on the Rights of the Child, particularly Articles 4, 28 and 29; (b) the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2 and 13. This purpose also has the effect it would have if it were limited to providing funding for measures: (a) with respect to Indigenous Australians and particular groups of Indigenous Australians; or (b) undertaken in, or in relation to, a Territory.
54	Grant to Together for Humanity Foundation Limited	To fund Together for Humanity Foundation Limited to deliver the Inclusion Education for Connected Youth and Communities Initiative, which includes intercultural solutions, programs and resources for students, teachers and school communities and related research. This purpose has the effect it would have if it were limited to measures: (a) with respect to postal, telegraphic, telephonic, and other like services (within the meaning of paragraph 51(v) of the Constitution); or (b) with respect to aliens (within the meaning of paragraph 51(xix) of the Constitution); or (c) with respect to the people of any race for whom it is deemed necessary to make special laws; or (d) with respect to immigrants; or (e) to give effect to Australia’s obligations under one or more of the following: (i) the Convention on the Rights of the Child, particularly Articles 4 and 29; (ii) the International Convention on the Elimination of All Forms of Racial Discrimination, particularly Articles 2 and 7; (iii) the International Covenant on Civil and Political Rights, particularly Articles 2, 18 and 27; (iv) the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2 and 13; or (f) that are peculiarly adapted to the government of a nation and cannot otherwise be carried on for the benefit of the nation.

516	Online Formative Assessment Initiative	To provide funding for the development, implementation and maintenance of the Online Formative Assessment Initiative that facilitates access to online teaching resources, tools, student assessments, professional learning and other support for teachers.
517	School Partnerships to Improve Educational Outcomes for Indigenous Students in Remote Schools	To provide funding to facilitate non‑government schools engaging in partnerships with remote schools to improve educational outcomes of Aboriginal and Torres Strait Islander students in the remote schools. This objective also has the effect it would have if it were limited to measures: (a) to give effect to Australia’s obligations under either or both of the following: (i) the Convention on the Rights of the Child, particularly Articles 4, 28 and 29; (ii) the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2 and 13; or (b) undertaken in, or in relation to, a Territory.
518	Migrant Skills Incentives	To increase the number of skilled migrants who can contribute to the Australian workforce at an appropriate skill level, by funding the development, promotion and provision of: (a) skills assessments; and (b) employability assessments; and (c) skills training; for aliens (within the meaning of paragraph 51(xix) of the Constitution). This objective also has the effect it would have if it were limited to measures with respect to immigrants.
519	Skills for Education and Employment Program	To enable job seekers to secure sustainable employment or participate in further education, by providing access to language, literacy, numeracy and digital skills training, as benefits to students within the meaning of paragraph 51(xxiiiA) of the Constitution.
520	VET system improvements	To support improvements to the vocational education and training (VET) system, including by: (a) developing, maintaining and promoting nationally endorsed training packages; and (b) developing, maintaining and promoting resources and products for use by VET providers; and (c) assisting VET providers with training delivery and assessment; and (d) engaging with industry, schools, VET providers and others to support and promote career pathways and outcomes; and (e) trialling new arrangements for the delivery of training products; and (f) undertaking skills forecasting and responding to emerging skills and workforce challenges; to give effect to Australia’s obligations under one or more of the following: (g) the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2 and 6; (h) the International Labour Organization’s Convention concerning Employment Policy, particularly Articles 1 and 2; (i) the International Labour Organization’s Convention concerning Vocational Guidance and Vocational Training in the Development of Human Resources, particularly Articles 1, 2 and 4.
