This instrument is the Financial Framework (Supplementary Powers) Amendment (Education, Skills and Employment Measures No. 3) Regulations 2021.

Part 4 of Schedule 1AB (table item 111)

Repeal the item, substitute:

Literacy and Numeracy Test for Initial Teacher Education

To support:

(a) the delivery of the Literacy and Numeracy Test for Initial Teacher Education online and, for eligible persons with a disability, the delivery ofthe test through non‑online means; and

(b) the administration of the test.

This objective has the effect it would have if it were limited to measures:

(a) with respect to postal, telegraphic, telephonic, and other like services (within the meaning of paragraph 51(v) of the Constitution); or

(b) to give effect to Australia’s obligations under the Convention on the Rights of Persons with Disabilities, particularly Articles 4 and 24.

Omit “years 11 and 12”, substitute “secondary school”.

Mid‑Career Checkpoint

To provide funding for career guidance and training to assist persons to return to work or remain in work, to give effect to Australia’s obligations under one or more of the following:

(a) the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2 and 6;

(b) the International Labour Organization’s Convention concerning Employment Policy, particularly Articles 1 and 2;

(c) the International Labour Organization’s Convention concerning Vocational Guidance and Vocational Training in the Development of Human Resources, particularly Articles 1 to 4.

This objective also has the effect it would have if it were limited to measures for the provision of, or incidental to the provision of, unemployment benefits (within the meaning of paragraph 51(xxiiiA) of the Constitution).

Digital Skills Cadetship Trial

To fund the trial of cadetships with employers in digital technology fields, to:

(a) assist cadets to undertake vocational education and training in digital skills (including education and training provided by employers); and

(b) assist cadets with future employment opportunities;

to give effect to Australia’s obligations under one or more of the following:

(c) the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2 and 6;

(d) the International Labour Organization’s Convention concerning Employment Policy, particularly Articles 1 and 2;

(e) the International Labour Organization’s Convention concerning Vocational Guidance and Vocational Training in the Development of Human Resources, particularly Articles 1, 2 and 4.

Career Revive Initiative Expansion

To give effect to Australia’s obligations under the Convention on the Elimination of All Forms of Discrimination against Women, particularly Articles 1, 2, 3 and 11, by providing assistance to specific employers:

(a) to develop an employer action plan to address barriers to women’s full and equal participation in the employer’s workforce; and

(b) to promote such full and equal participation.

This objective also has the effect it would have if it were limited to measures to give effect to Australia’s obligations under one or more of the following:

(a) the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2 and 6;

(b) the International Labour Organization’s Convention concerning Employment Policy, particularly Articles 1 and 2.
