1Name

This instrument is the Financial Framework (Supplementary Powers) Amendment (Education Measures No. 2) Regulations 2019.

2Commencement

1. (1)

   Each provision of this instrument specified in column 1 of the table commences, or is taken to have commenced, in accordance with column 2 of the table. Any other statement in column 2 has effect according to its terms.

This instrument is made under the Financial Framework (Supplementary Powers) Act 1997.

Each instrument that is specified in a Schedule to this instrument is amended or repealed as set out in the applicable items in the Schedule concerned, and any other item in a Schedule to this instrument has effect according to its terms.

Schedule 1—Amendments

Financial Framework (Supplementary Powers) Regulations 1997

   In the appropriate position in Part 4 of Schedule 1AB (table)

Insert:

358 Destination Australia Program To provide funding to registered higher education providers (within the meaning of the Tertiary Education Quality and Standards Agency Act 2011), and registered training organisations (within the meaning of the National Vocational Education and Training Regulator Act 2011), in regional or remote areas of Australia to: (a) provide scholarships to domestic and international students; and (b) promote those scholarships; and (c) promote higher education, and vocational education and training, in regional and remote areas of Australia. This objective also has the effect it would have if it were limited to providing funding for measures or activities: (a) in connection with trade and commerce with other countries, or among the State and Territories; or (b) with respect to postal, telegraphic, telephonic and other like services; or (c) relating to aliens; or (d) for the provision of benefits to students; or (e) relating to places, persons, matters or things external to Australia; or (f) done in the exercise of the executive power of the Commonwealth; or (g) undertaken in, or in relation to, a Territory.
