This instrument is the Financial Framework (Supplementary Powers) Amendment (Education and Training Measures No. 2) Regulations 2018.

Skills Checkpoint for Older Workers Program

To provide funding for career guidance and training for older workers to help them remain in the workforce.

This objective also has the effect it would have if it were limited to measures to meet Australia’s obligations under:

(a) the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2 and 6; or

(b) the International Labour Organization’s Convention concerning Employment Policy, particularly Articles 1 and 2; or

(c) the International Labour Organization’s Convention concerning Vocational Guidance and Vocational Training in the Development of Human Resources, particularly Articles 1, 2, 3 and 4.

High Achieving Teachers Program

To fund providers to deliver alternative pathways into teaching, to address teacher shortages and increase the quality of teaching, including by:

(a) recruiting and selecting high achieving individuals to be trained as teachers; and

(b) partnering with education authorities to place program participants in secondary schools with identified needs; and

(c) providing training and support to program participants.

This objective also has the effect it would have if it were limited to measures to meet Australia’s obligations under:

(a) the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2 and 13; or

(b) the Convention on the Rights of the Child, particularly Articles 4, 28 and 29.

National Disability Coordination Officer Program

To assist people with disability to access, and participate in, tertiary education and employment, and to facilitate transitions between education, training and employment for people with disability.

This objective also has the effect it would have if it were limited to measures to meet Australia’s obligations under:

(a) the Convention on the Rights of Persons with Disabilities, particularly Articles 4, 24 and 27; or

(b) the International Labour Organization’s Convention concerning Vocational Rehabilitation and Employment (Disabled Persons), particularly Articles 7 and 9; or

(c) the International Covenant on Economic, Social and Cultural Rights, particularly Articles 2, 6, 7 and 13.

Higher Education Admissions Information Platform

To fund the development, maintenance and ongoing operation of a website which will:

(a) provide information about higher education admissions policies and processes; and

(b) enable comparison of higher education courses; and

(c) enable a centralised national application process for tertiary admissions.
