1Name

This is the Financial Framework (Supplementary Powers) Amendment (2015 Measures No. 8) Regulation 2015.

2Commencement

(1)Each provision of this instrument specified in column 1 of the table commences, or is taken to have commenced, in accordance with column 2 of the table. Any other statement in column 2 has effect according to its terms.

This instrument is made under the Financial Framework (Supplementary Powers) Act 1997.

4Schedules

Each instrument that is specified in a Schedule to this instrument is amended or repealed as set out in the applicable items in the Schedule concerned, and any other item in a Schedule to this instrument has effect according to its terms.

Schedule 1—Amendments

Financial Framework (Supplementary Powers) Regulations 1997

1  Part 3 of Schedule 1AB (at the end of the table)

Add:

8 Australian Children’s Music Foundation

To fund the Australian Children’s Music Foundation to improve the equity of access to, and participation and engagement in, music education by Australian students in:

(a) schools with a significant proportion of disadvantaged students; and

(b) schools with a significant proportion of students who are Aboriginal persons or Torres Strait Islanders; and

(c) juvenile justice centres.

This purpose also has the effect it would have if it were limited to providing funding:

(a) to give effect to Australia’s obligations under either or both of the following:

(i) the Convention on the Rights of the Child (particularly Articles 28, 29 and 31);

(ii) the International Covenant on Economic, Social and Cultural Rights (particularly Articles 13 and 15); or

(b) to benefit Aboriginal persons and Torres Strait Islanders; or

(c) by providing benefits to students; or

(d) in or in relation to a Territory.

Add:

107 Industry Skilling Program Enhancement—Schools Pathways Programme

To:

(a) provide linkages, and enhance work and career pathways, for students into the Australian defence industry and address specific skills gaps in defence industry capability; and

(b) expand the pool of skilled workers from which the Australian defence industry can recruit (including by supporting studies, experiences and educational endeavours in science, technology, engineering and mathematics for students).

This objective also has the effect it would have if it were limited to providing support for activities:

(a) to maintain Australian defence industry capability; or

(b) to give effect to Australia’s obligations under either or both of the following:

(i) the Convention on the Rights of the Child (particularly Articles 28 and 29);

(ii) the International Covenant on Economic, Social and Cultural Rights (particularly Article 13); or

(c) providing benefits to students.
