PROVISIONAL REGULATIONS UNDER THE NAVAL DEFENCE ACT 1910-1912.

Financial and Allowance Regulations (Provisional) for the Naval Forces of the Commonwealth.

I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, noting with the advice of the Federal Executive Council, hereby certify that, on account of urgency, the following Regulations under the Naval Defence Act 1910-1912 should come into immediate operation, and further should be taken to have come into operation on and from the dates specified therein, and make the Regulations to come into operation accordingly as Provisional Regulations,

Shipwright, 3rd class will be advanced to Shipwright, 2nd class after one year’s service as Shipwright, 3rd class, if recommended by his Commanding Officer. It not recommended a special report is to be made for consideration of the Naval Board.

Shipwright, 2nd class, will be advanced to Shipwright, 1st class, and Shipwright, 1st class to Chief Shipwright, as vacancies occur, provided they have passed the examination for the higher rating.

Carpenter’s Crew, Leading Carpenter’s Crew, and Joiner, will be advanced to higher ratings as vacancies occur, provided they have passed and are recommended for the higher rating.

In special cases, with approval of the Naval Board, a Joiner or Carpenter’s Crew rating may be advanced to Shipwright, 2nd class, subject to having been recommended by the Commanding Officers and Carpenters under whom he has served for at least three years continuously, and that he has passed a thorough examination, including work which will form a proper test of his ability to use Shipwrights’ tools.

When actually employed in attending on Divers, if not paid a bonus or gratuity for such attendance

6d. an hour. This payment is to be made to the actual Attendant on each Diver and not to the Warrant Officer in charge of the party.

 

(a) The period for which payment is made is to count from the time of entering to that of leaving the water; and should the work be subsequently found to be improperly done, the Captain, at his discretion, may cancel the whole or any portion of the payment.

(b) Artificer Divers, when actually employed under water on a purely mechanical piece of work which the ordinary Diver is not capable of efficiently performing, and when not paid a bonus or gratuity, are to be paid half a day’s pay of their substantive rating for every hour and proportionately for parts of an hour, in addition to the Diving Pay to which they may be entitled for the several depths.

(c) For recovery of articles, a bonus not exceeding £1 nor one-fourth the value of the article, may be given in lieu of payment by scale, of which bonus one-tenth is to be paid to the Attendant.

When diving takes place for recovery of articles, a certificate should be inserted on the Extra Pay sub-voucher, stating whether blame was attributable to any Officer or man for the loss; and, if so, where the corresponding charge has been made against their pay.

(d) A gratuity, not exceeding £5, may be given in lieu of payment by scale, in exceptional circumstance requiring despatch, and for important skilled work satisfactorily performed, of which gratuity one-eighth is to be paid to the Attendant.

(e) A Diver who falls to conform to the conditions of exercise, or is at any time unwilling to dive, is liable to be deprived of his Diver rating and retaining pay for the current quarter.

(f) Only one first hour rate is to be paid for any one day but in cases of diving at two different depths payment may be made at whichever first hour rate is more advantageous to the Diver.

(g) Details of amounts paid for Diving Pay are to be shown on Form A.S. 9, which should accompany the ledger into office.

Regulation 43 (V).

Add, as from 1st March, 1913—

Harmonium Allowance................................... 2s. per week

Payable in accordance with conditions set out in Article 1447 of King’s Regulations and Admiralty Instructions, the Naval Board being substituted for the Admiralty.

Schoolmaster..............................................................

1s. per lesson of an average length of one hour. Maximum payment, 45s. per quarter.

The conditions laid down in Articles 374 and 1444 of King’s Regulations are to govern payment of this allowance where applicable in Royal Australian Navy.

Regulation 43 (V).

Cancel the following, as from 1st October, 1912—
