PROVISIONAL REGULATIONS UNDER THE NAVAL DEFENCE ACT 1910-11.

I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby certify that, on account of urgency, the following Regulations under the Naval Defence Act 1910-11 should come into immediate operation and further, should be taken to have come into operation on and from the dates specified therein, and make the Regulations to come into operation accordingly as Provisional Regulations.

Amendments.

Amendment of Regulation 42 (iii.).—Special allowances, subordinate and Commissioned Officers, as from 1st January, 1913—

(f) Allowance to Senior Lieutenants—

After the words “of a ship” insert “or establishment.”

Add (j) as from 1st October, 1912:—

Allowance in Lieu of Married Quarters.—To married sea-going Warrant Officers, attached for service in Harbor Training Establishments, or Harbor Training Ships. To be payable for such limited period, and subject to such condition as may be prescribed by the Naval Board, 3s. 6d. per diem.

Regulation 43 (v.).

Miscellaneous Allowances (Petty Officers and Men).

Add at end of Regulation, as from 1st October, 1912—

“Allowance in Lieu of Married Quarters,—To married sea-going Chief Petty Officers and Petty Officers attached for service in Harbor Training Establishments or Harbor Training Ships. To be payable for such limited period, and subject to such conditions as may be prescribed by the Naval Board.”

Cancel Regulation 50 (a) and substitute the following, as from 1st July, 1912:—

Administrative and Instructional Staff.

Rates of Pay.

50. (a) The following rates of pay inclusive of all allowances except travelling, shall apply on and from the 1st July, 1912, to Officers and men appointed for permanent duty on shore on the Administrative and

Instructional Staff in Naval Reserve Districts or in Naval Establishment:—

Officers.

Rank or relative rank of Captain, £625to £725 per annum.

Rank or relative rank of Commander, £550 to £600 per annum.

Annual increments of £25per annum, subject to such conditions as may be prescribed.

Rank or relative rank of Senior Lieutenant, £450 per annum to £525 per annum.

Rank or relative rank of Junior Lieutenant, £350 to £425 per annum.

Rank or relative rank of Sub-Lieutenant, £250 to £325 per annum.

Biennial increments of £25per annum, subject to such conditions as may be prescribed.

Rank or relative rank of Commissioned Warrant Officer, £240 to £285 per annum.

Biennial increments of £15 each.

Rank or relative rank of Warrant Officer, £210 to £254 per annum.

Two biennial increments of £ 12each, subject to such conditions as may be prescribed. After three years’ service at £ 234may be granted a further increment of £ 10, and after three years’ service at £244 may be granted a further increment of £ 10.

Petty Officer Instructors, Storekeepers, Armourers, Etc.

Rating of Chief Petty Officer, £ 156 to £ 204 per annum.

Four biennial increments of £12 each, subject to such conditions as may be prescribed.

General.

(a) Increments shall be payable from the first day of the month following the date they accrue.

(b) When Government quarters are occupied, a deduction of one-tenth shall be made from pay, unless otherwise approved by the Naval Board;

(c) Allincrements to officers shall be dependent on the recommendation of the Naval Board and the approval of the Minister.

(d) All increments to Petty Officers shall be dependent on the recommendation of the Director of Naval Reserves, or Commanding Officer of Naval Establishments, and the approval of the Naval Board.

(e) An Officer or Petty Officer who, on the 1st July, 1912,was in receipt of less than the minimum rate above prescribed for his rank or rating, shall receive such minimum rate from that date.

Regulation 77 (2).

Cab Hire.

(h) Add at end of paragraph “except as provided in the following paragraph.”

Add (1)—

Cab or carriage hire will be allowed to Commanding Officers of H.M.A. ships for the following official calls:—

i. On His Excellency the Governor-General, by a Commanding Officer, on first arrival at the Federal Capital, after assuming command.

ii. On His Excellency the Governor of each State by a Commanding Officer, on his first visit, after assuming command, and thereafter for one official call per annum; also in the case of a second call at the State capital after an absence of six months, or more.

iii. On Premiers, Chief Justices, Lords Mayor, and Mayors of each State capital by the Commanding Officer on his first visit after assuming command; to be limited to one visit per annum.

Regulation 77 (5).

Accommodation, Class of.

Add, as from 1st October, 1912—

(c) In coastal steamships where good second-class accommodation is not available, first-class accommodation may be allowed to Chief Petty Officers, and totheir wives and children, when travelling at Government expense.
