PROVISIONAL REGULATIONS UNDER THE NAVAL DEFENCE ACT 1910-1912.

Financial and Allowance Regulations (Provisional) for the Naval Forces of the Commonwealth.

Amendments.

I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby certify that, on account of urgency, the following Regulations under the Naval Defence Act 1910-1912 should come into immediate operation, and further should be taken to have come into operation on and from the dates specified therein, and make the Regulations to come into operation accordingly as Provisional Regulations.

Amendments.

42 (1).—Rates of Pay of Subordinate and Commissioned Officers:—

Cancel as from 1st April 1914, all reference to the following.—

To the bandmaster in charge of a band—on a certificate from the Commanding Officer that proper care and supervision have been exercised over the band instruments, bandstands, and music

To all band ratings below the grade of bandmaster, subject to the following conditions—

(a) A certificate from the Commanding Officer that the rating is a thoroughly efficient performer on his instrument

(b) A certificate from the Commanding Officer that the rating has exercised proper care and supervision over his band instrument, bandstand, and music

(c) A certificate from the Lieutenant (G) that the rating has attained a qualification not below V.G. in the course of training in the working of the fire control instruments

Regulation 43 (vi.).—Miscellaneous Allowances (not chargeable to Pay Vote) to be paid on voucher through Cash Account:—

Allowance for Collecting and Returning Cartridge Cases, &c.

Add as from 1st July, 1913, under “For Cartridge,” the following:—

Small Arm Pistol, self-loading, s. d.

Instruction in Diving.

“To the Warrant Officer employed instructional duties with classes of divers—for every hour he may be employed under water instructing in the use of diving apparatus, 3s. 6d.

The maximum amount allowable under this Regulation is not to exceed £2 per month to each officer so employed.

Add as from 1st July, 1913—

Allowances for Acting as Shorthand Writer at Courts Martial, &c.

To any officer or man when so acting under competent authority—for each folio of 100 words, 6d. (to cover both notes and transcription), but with a minimum payment of 5s. for any one Court Martial, &c.

 

This allowance is to be paid on a separate voucher to the Cash Account, and the voucher is to be accompanied by a certificate, approved by the captain, stating the number of folios, of 100 words each, for which payment is made.

Regulation 46:—

Add the following as from 1st July, 1913—

(n) Subject to the approval of the Naval Board, any person in receipt of sea-going rates of pay, and who is in occupation of official quarters, may be provided with fuel and light at Government expense,

49a.—Deserters:—

Cancel as from 1st July, 1914—

Rewards for arrest of deserters shall be paid as follow:—

Up to a limit of £1 for a straggler.

Up to a limit of £3 for a deserter or presumed deserter.

and substitute the following in lieu thereof:—

Rewords for arrest of deserters shall be paid as follow:—

Up to a limit of £2 for a straggler.

Up to a limit of £6 for a deserter or presumed deserter.

50 (a):—

Cancel as from 1st April, 1914—

“Rank or relative rank of Senior Lieutenant, £450 to £525 per annum.”

and substitute the following in lieu thereof—

“Rank or relative rank of Lieutenant Commander, £450 to £525 per annum.”

Cancel as from 1st April, 1914—

“Rank or relative rank of Junior Lieutenant, £350 to £425 per annum.”

and substitute the following in lieu thereof:—

“Rank or relative rank of Lieutenant, £350 to £425 per annum.”

50 (a).—Petty Officer Instructors, Storekeepers, Armourers, &c.:—

Add as from 1st July, 1914—

Rating of Petty Officer Instructor, £144 to £156 per annum. Two biennial increments of £6 each, subject to such conditions as may be prescribed.

51(1) (a):—

Add the following as from 1st July, 1913—

Fuel and Light.

52a. Any person in receipt of consolidated rates of pay, who is in occupation of official quarters, shall not be provided with fuel,  light, or furniture at Government expense, unless the Order-in-Council appointing such person expressly provides that one or more of such services are to be allowed, or unless the Minister approves of one or more of such services being supplied.

77 (1) (a):—

Cancel as from 1st April, 1914—

“Commanders and Lieutenants over eight years.”

and substitute the following in lieu thereof:—

“Commanders and Lieutenant Commanders,”

77 (4) (b): —

Cancel as from 1st April, 1914—

“Lieutenant over 8 years.”

and substitute the following in lieu thereof:—

“Lieutenant Commander.”
