III. Naval Dockyard Account—
The purpose of this Trust Fund is defined as follows:—
Payment for labour employed and material used in the Naval Dockyard for purposes other than the construction of the Fleet.
Add new Regulation No.35A as from 1st July, 1913—
35A. In all cases where furniture is supplied to official residences a charge at the rate of 7½ per cent. per annum on the value of such furniture shall be made unless otherwise approved by the Naval Board.
Subject to the approval of the Naval Board, a similar charge may also be made in any instance where furniture is supplied to persons occupying Government quarters, and in any case where a billiard table is provided for the use of a mess.
The percentage charge shall be made on the valuation of the furniture, &c., as approved by the Naval Board. A re-valuation may be made at intervals not exceeding two years, and also at the time of a change of tenancy.
Payments under this regulation shall be made in arrear on the last day of each quarter.

Allowance for a portion of a month is to be paid on a proportionate basis according to the number of days mess subscription is paid.

*The allowance for Torpedo Gunner’s stores is payable only when the ship is allowed a Lieutenant (T) or Gunner (T) in complement. In other ships such stores are to be considered as part of the Gunner’s stores, and no extra allowance is payable on their account.
In the event of Warrant Officer’s stores being placed in charge of a Commissioned Officer (other than a Commissioned Warrant Officer) allowances on the above scale may be paid, but these stores are not to be placed in charge of such officers when a competent Commissioned Warrant Officer or Warrant Officer is available.
The Rules in regard to the payment of store allowances at the end of Appendix VII., King’s Regulation and Admiralty Instructions 1913, Vol. II., are to govern the payment of the above allowances in the Royal Australian Navy, where applicable.
Regulation 43 (I.)—
Petty Officers and men who accept the new rates of pay prescribed in this Regulation shall be compulsorily retired at the ages set forth below:—

and, with the exception of Officers’ Stewards, Officers’ Cooks, and Ships’ Musicians, will be required to execute engagements to serve in the Permanent Naval Forces for a first period of five or seven years from the date of entry or from the date of attaining the age of 18 years if such date is subsequent to the date of entry. Ratings may be allowed to re-engage for further periods of five years, or for such period less than five years as may be necessary to reach the age for retirement: Re-engagements for periods of seven years may also be allowed if approved by the Naval Board.
In special cases where the date of entry is prior to the date of attaining the age of 18 years, the Naval Board may approve of the engagement dating from the date of entry.
Ratings lent from the Active Service of the Royal Navy will be required to engage for three years’ service, which period may in special circumstances be extended. Officers’ Stewards, Officers’ Cooks, and Ships’ Musicians will be required to engage or re-engage for three years’ service.
All previous service in the Royal Navy or Royal Marines will be allowed to count, as if served in the Royal Australian Navy, towards “Service” for rates of pay, good-conduct badges and other allowances.
Service, not exceeding two years in British or Colonial Government or merchant vessels, may, with the approval of the Naval Board, be allowed to count towards award of good-conduct badges.

Regulation 43 (III.)—
Recovered deserters are not to be treated as new entries nor credited with a further clothing gratuity of £9 2s. 6d.
The gratuity account is to stand in the ledger as at date of desertion, but the “date to which credited” is to be extended by the period of the deserter’s absence. In extending the “date to which credited,” the period of the deserter’s absence is to be calculated in months, part of a month being considered as one month.
The kit of a deserter if not sold before his recovery may be restored to him. If his kit has been sold, he should be supplied with a reduced kit (as laid down in the Uniform Regulations) to be charged against any credit on Clothing Gratuity Account or against Pay.
In all cases where deferred pay is stopped for any period under the provisions of Regulation 44, the allowance towards cost of uniform of 6d. per day shall also be stopped for the same period, except that no stoppage of Clothing Allowance is to be made during a rating’s first twelve-months’ service.
Petty Officers dressed as seamen shall, on promotion to Chief Petty Officers, be paid a gratuity of £5 towards cost of change of uniform.
Such sums shall be credited on the ledger as “Uniform allowance paid in cash.”
A gratuity of £5 shall be paid to every Petty Officer or Man dressed as a Seaman, on transfer to another rating, provided he is required to change his uniform from Class II. to Class III. A rating required to change his uniform from Class III. to Class II. shall also be paid this gratuity.
No gratuity shall be paid when the transfer is made on account of misconduct.
Such sums shall be credited on the ledger as “Uniform allowance paid in cash.”

Fractional parts of these quantities are to be paid for in proportion.
Payment of this allowance will be subject to such conditions as may be prescribed by the Naval Board, and will have effect from 1st July, 1913.
Add at end of clause, as from 1st January, 1913:—Provided also that in cases where ratings are discharged invalided or otherwise, in the interests of the Service, before the expiration of the period for which they engaged or re-engaged to serve, the Naval Board may, where it appears desirable, approve of payment of deferred pay being made to such ratings on discharge.
Regulation 44—
Add new clause as from 1st July, 1913—(
g ) Deferred pay shall not be credited in any of the following circumstances:—1. During imprisonment or detention (either summarily or by court martial).
2. Imprisonment after conviction by civil power.
3. Confinement in cells.
4. Sick leave granted without pay.
In every case where active pay is drawn, deferred pay shall be credited. Mulcts for leave-breaking or deductions on account of being in 2nd Class for conduct, and sick leave granted on reduced pay shall not affect deferred pay.
Regulation 45 (
Cancel the following words:—“1s. 2d. per head per diem,”
and
substitute the following in lieu as from 1st July, 1912:—1s. 4d. per head per diem in sea-going ships, and 1s. 2d. per head per diem in Harbor Ships or Naval Establishments.
Cancel the following:—“Ration allowance in cash shall be paid to officers and men when on leave, the amounts so paid being shown and signed for in the
Mess-Book (Form A.S. 81),”and
substitute the following in lieu thereof as from 1st August, 1913:—Allowance in lieu of rations shall be paid to officers when on leave. Allowance in lieu of rations shall only be paid in cases of leave to men belonging to the General Mess when the period of absence exceeds forty-eight hours. The amounts credited to officers and men shall be shown in the Mess-Book (Form A.S. 81). Signatures shall not be taken in the Mess-Book for the allowance in lieu of rations, but the amounts due shall be transferred from the Mess-Book to the ledger, and paid in the ordinary way. A note shall be made in the Mess-Book of the transfer, quoting the folio of the ledger on which credit has been made.
Regulation 46—
Add as from 1st December, 1912:—(
l ) The total daily pay of seamen in the Second Class for Conduct is to be credited on the ship’s ledger at the full rate of pay, and a charge of one-sixth shown in the fines’ column, and brought, to account as a fine. This deduction refers only to active pay and non-substantive allowances. Deferred pay, allowance in lieu of rations, and allowances of a temporary nature, such as Torpedo Boat Destroyer pay, lodging allowance, &c, are not to be subjected to this deduction. While any rating is thus paid, the words “2nd Class for conduct” are to be noted in red ink after his rating on the ship’s ledger, transfer lists, &c, and the instructions laid down in the King’s Regulations and Admiralty Instructions, Article 780, are to be fully observed.

In addition to the established books and forms, official foolscap, letter paper, and envelopes will be supplied to H.M.A. Ships free.
These allowances do not apply in any H.M.A. Ship or Naval Establishment which is supplied with stationery in kind.
Subject to the approval of the Naval Board, Flag Officers may be paid twelve months’ stationery allowance in advance.
The Accountant Officer may pay himself, on commissioning, twelve months’ advance of the stationery allowance, and afterwards, at the commencement of each quarter, a quarter’s allowance at the rates laid down in this Regulation. The Accountant Officer shall provide from this allowance the stationery required in the performance of the public duties of the Captain and of the heads of departments of the ship, for binding the ship’s books, and also for any supplies that may be necessary for tenders.
On being superseded, he is to hand over to his successor the proper proportion of the advance in respect of the unexpired period, or articles in kind equivalent in value thereto; the succeeding Accountant Officer, on the other hand, is to reimburse his predecessor for whatever necessary outlays on the above heads he has made, which are not covered by the allowance already drawn, and in the event of the two Accountant Officers not being able to agree on these points, reference is to be made to the Senior Surveying Officer, whose decision is to be final.
In every ship, not supplied with stationery in kind, in which a Naval Schoolmaster is borne or a competent person detailed to perform the duties of Schoolmaster, expenditure within the following limits may be approved by the Commanding Officer for the purpose of supplying slates, paper, and school necessaries for the use of the men and boys attending the school, and for supplying the requirements of the Schoolmaster:—
Ships with complements exceeding 600—£4 on commissioning, and £1 for each subsequent quarter;
Ships with complements, 201 to 600—£3 on commissioning, and 15s. for each subsequent quarter;
Ships with complements not exceeding 200—£2 on commissioning, and 10s. for each subsequent quarter.
These amounts are not to be paid as an allowance, but all expenditure shall be subject to the production of supporting vouchers. Payment should be made to the Chaplain, or, if no Chaplain is borne, to the Officer superintending the school work.
49B. Petty Officers, seamen, and others below the rank of Warrant Officer who are entered or who re-engage on or after 1st December, 1912, shall be permitted, subject to the approval of the Naval Board, to purchase their discharge on the following terms:—
(
a ) Up to but not exceeding one month from date of first entry, £10.(
b ) After one month, but not exceeding three months from date of first entry, £20.(
c ) After three months from date of first entry—(i.) Boys under eighteen years of age, £40.
(ii.) Men—
(1) Up to three years’ service since date of engagement, £48
. (2) Over three years and up to four years’ service since date of engagement, £36.
(3) Over four years’ service since date of engagement, £24
. Time served as boy shall not be allowed to count as “service” under (II.)
(
d ) After re-engagement—(1) Up to three years’ service since date of re-engagement, £12.
(2) Over three years’ service since date of re-engagement, £8
. Service must be actual service in receipt of wages, as recorded on the Service Certificate.
In special circumstances, the Naval Board may approve of the discharge of a rating without payment of purchase money, or may reduce the amount of purchase money required by the above scale.
In the case of ratings who engaged for service in the Royal Navy under the provisions of the Australasian Naval Force Agreement, and who have transferred to the Royal Australian Navy to complete such engagement, the amount to be paid by any such rating for purchase of discharge shall be fixed by the Naval Board.
Add new Regulation No. 50 (E) as from 1st July, 1913:—50 (E) Pay and Allowance of Naval Dockyard Police—
The following rates of pay, inclusive of all allowances, except travelling, shall apply on and from 1st July, 1913, to Naval Dockyard Police appointed to H.M.A. Naval Establishments:—
Sub-inspector in Charge, £240—£285 per annum; biennial increments of £15.
Sergeant, £192—£216 per annum; biennial increments of £12.
Senior Constable, £156—£180 per annum; biennial increments of £12.
Constable, £144—£156 per annum; annual increments of £6.
Increments shall be subject to such conditions as may be prescribed by the Naval Board, and shall be payable from the first day of the month following the date they accrue.
On first appointment, uniform as prescribed shall be provided, or uniform allowance as follows shall be paid:—

Each claim must be supported by vouchers, and be approved by the officer in charge.
When Government quarters are occupied, a deduction of one-tenth shall be made from pay, unless otherwise approved by the Naval Board.
Pay of Labourers, Watchmen, etc., Employed in Connexion with the administrative and instructional staff or in naval Establishments.
Cancel Regulation 51 (1) andsubstitute the following, as from 1st July, 1913:—

b ) When Government quarters are occupied, a deduction of one-tenth shall be made from pay, unless otherwise approved by the Naval Board.(
c ) Increments shall be subject to such conditions as may be prescribed by the Naval Board, and shall be payable from the first day of the month following the date they accrue.(
d ) On first appointment, an allowance not exceeding £5 shall be made towards cost of such uniform as may be prescribed to those required to wear uniform. Claims must be supported by vouchers, and be approved by the District Naval Officer, or Officer in Charge.

51 (II.) (
a ) Naval draughtsman shall be divided into three classes. The rates of pay shall be as follows:—

Chaplains will be allowed 2 cwt. for books, Medical Officers 2 cwt. for professional books and instruments, and Officers in charge of Paymasters’ Accounts 1 cwt. for books and accounts in addition to their allowance of Baggage according to their seniority, as already defined.
Each claim must be supported by vouchers and approved by the Commanding Officer.
Add the following regulation, as from 1st July, 1913:—
Part XIIa.
102a (I.) When a person has continued in the service of the Commonwealth under the provisions of the Defence or Naval Defence Acts at least twenty years, the Governor-General may grant to him, on the recommendation of the Naval Board, leave of absence for a period not exceeding twelve months on half-pay, or six months on full pay.

Where a person has become transferred or appointed from any position of a permanent nature under the State or Commonwealth to a permanent position in the service of the Commonwealth under the provisions of the Defence Act or Naval Defence Act, all continuous service of such person under the State or Commonwealth shall for the purpose of furlough, be reckoned as service in the service of the Commonwealth under the provisions of the Defence Act or Naval Defence Act.
Where a person not having been granted such leave of absence retires from the Service after at least twenty years’ service, the Governor-General, on the recommendation of the Naval Board, may grant such person six months’ salary upon retirement, or, upon the death of any person who has continued in the service for at least twenty years, and has not been granted leave of absence under the provisions of this Regulation, the Governor-General, on the recommendation of the Naval Board, may pay to the dependents of such deceased person a sum equivalent to six months’ salary of such person. Provided that where any such person has been reduced in position or salary through misconduct, such misconduct shall be taken into consideration in determining whether the whole or any portion of the prescribed leave of absence may be granted, or, in the event of retirement or death of any such person, whether payment may be made under the conditions prescribed herein, and as to the terms of such payment.
102a (II.) The Governor-General may, on the recommendation of the Naval Board, grant to any person of satisfactory service who is not eligible for the furlough prescribed in Regulation 102a (I.), leave of absence with full pay as follows:—
Service of sixteen years and under twenty years..................................... Five months
Service of twelve years and under sixteen years...................................... Four months
Service of eight years and under twelve years......................................... Three months
Service of four years and under eight years............................................ Two months
Service of less than four years............................................................... One month
Provided that such person has attained the prescribed age for retirement or will attain the prescribed age for retirement on or before the expiration of such leave of absence.
Or in lieu of such leave the Governor-General may, on the recommendation of the Naval Board, grant to the person a sum equivalent to his salary for such period of leave, or, in the event of the death of any person who was eligible for, but had not been granted, the leave prescribed herein, may authorize payment to the dependents of such deceased person of a sum equivalent to the salary of such person for the period of leave which he could have been granted under this Regulation.
102a. (III.) In the case of persons on sea-going rates of pay, salary shall mean the total emoluments at date of granting furlough, including deferred pay and allowances for uniform, rations, and quarters, whether drawn in cash or in kind.
