Financial and Allowance Regulations for the Naval Forces of the Commonwealth.

I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the following Regulations under the Naval Defence Act 1910-1912 to come into operation on and from the 1st January, 1918.

42 (1.)—PAY OF PERMANENT FORCES.

Pay of Officers.

(1) The following rates of Active Pay, of Allowances set forth in regulations 43 (1.) to 43 (V.), and of Deferred Pay as set forth in regulation 44, shall apply, as from 1st January, 1918, to Officers of the Permanent Sea-going Forces of the ranks, or relative ranks specified, as defined by the King’s Regulations and Admiralty Instructions:—

Pay and rate of Travelling Allowance of Chaplains.

(5) Chaplains having no relative rank, the rates of active pay shown above are those on entry, and at intervals of two years’ service upwards. Senior Chaplains will be paid at Lieutenant-Commander rates, with progressive pay as indicated. For purposes of Lodging and Travelling Allowances, Chaplains will receive Lieutenant rate, Senior Chaplains the Lieutenant-Commander rate, and Senior Chaplains over eight years the Commander rate of such allowances. Married Allowance to Chaplains will cease on receiving 24s. rate.

Pay of Officers on Consolidated Rates.

(6) The above does not authorize the transfer to sea-going rates of any Officer at present serving on a consolidated rate of pay.

Increments.

Increments.

(7) Commissioned Warrant and Warrant ranks, 4d. every two years, up to and including twelve years.

Lieutenant rank (promoted from Warrant Officer), 1s. every two years, up to and including six years.

All increments of pay shall be subject to such conditions as may be prescribed by the Naval Board. “Provisional” time shall count for increments of pay, but “acting” time shall not so count.

Definition of Service.

Definition of service.

(8) Service for the purpose of increments of pay shall be defined or all Officers as actual service in rank specified on Active List of Royal Navy or Royal Australian Navy.

(9) Officers in excess of the authorized number of any rank may be carried on the strength, provided that, there are vacancies in higher ranks, and that the total establishment is not exceeded.

Reserve, &c., Officers.

Pay and Allowances when serving on H.M.A. Sea-going Ships.

(10) Officers of the Auxiliary Naval Forces and Naval Reserve (except those on consolidated rates of pay) if appointed to H.M.A. Sea-going Ships will receive the “on promotion” rates of pay and allowances of Officers of the same rank in the Permanent Sea-going Forces, deferred pay being paid in cash, but Lieutenants of four years’ seniority in the R.A.N. Reserve may be paid the same rate as Lieutenants of the Sea-going Force of four years’ service.

Progressive pay will accrue for R.A.N. Sea-going Service only.

(2) Petty Officers and men serving under the Regulations existing prior to 1st July, 1911, will be paid at the substantive rates (total active and deferred) of their seniority shown above until they reach their present compulsory age for retirement.

(3) The rates for Boys include Boy Writers and Ships Steward’s Boys. Stokers, 3rd Class and Cook’s Mates, 3rd Class, will be paid at the same rates as Ordinary Seaman 2nd Class (Boys over 17).

(4) Leading Seamen already in receipt of progressive pay, under special Naval Board authority, although not passed professional examination for Petty Officer, may continue to be paid as such, but progressive pay is not to be paid in such circumstances in any further cases.

Increments—Counting time for.

(5) All increments of pay shall be subject to such conditions as may be prescribed by the Naval Board. Time prior to desertion shall, under no circumstances, count as service for purpose of increments.

Excess of Establishment.

(6) Excess Numbers.—Ratings in excess of the authorized number may be carried on the strength, provided that there are vacancies in higher grades, and that the total establishment is not exceeded.

Pay, &c., of reserve ratings.

(7) Reserve Petty Officers and Men, &c.—Petty Officers and men of the Naval Reserve, R.A.N. Brigade Staff, or of other Commonwealth Naval Forces, other than those on consolidated rates of pay, shall receive when serving on board H.M.A. Sea-going Ships the rates of pay and allowances of Petty Officers and Men of the same grade and service in the Permanent Sea-going Force, deferred pay being paid in cash. (Progressive rates of pay will accrue only in respect to R.A.N. Sea-going Service.)

43 (I.)—ALLOWANCES—GENERAL.

Additional emoluments.

(1) Medical Attendance shall be provided subject to such regulations. as may be prescribed by the Naval Board.

(2) Uniform Allowance shall be granted as follows:—

All Officers .................................... 1s. per diem.

Uniform allowance to Midshipmen shall not commence until one year after leaving Royal Australian Naval College.

Kitting up of ratings.

Ratings, Classes I. and III.—Free kit on entry, and allowance of 8d. per diem commencing one year after.

Ratings, Class II.—Free kit on entry, and allowance of 6d. per diem commencing one year after.

Such allowance shall be credited on the ship’s ledger in cash.

Uniform gratuities—Amount of.

(3) Uniform on Entry, Promotion, &c.—Uniform gratuities will be paid to Officers on first joining, or on promotion to Officer rank, as follow:—Commissioned Officers on first joining, £40 (except Chaplains, or Temporary Surgeons, £25); Warrant Officers on first joining, or on promotion to that rank, £25. On promotion from Warrant to Mate or Lieutenant rank, £25. In such cases uniform allowance will not commence until one year after promotion, or appointment, as the case may be.

Officers discharged within twelve months of entry—Recoveries to be made on monthly basis.

(4) In the event of discharge except by invaliding within twelve months of grant of clothing gratuity, a proportionate part of gratuity for the unexpired period is to be recovered from the Officer concerned, on a monthly basis. Recovery will be made on the basis of one twelfth for each full month of the unexpired period.

Men—Recoveries to be made if discharged within twelve months of entry.

(5) In the event of discharge of men within twelve months of entry, at own request, a charge will, if Deferred Pay is granted, be made against Deferred Pay of £1 per month in the case of Ratings Classes I. and III., and of 13s. per month in the cases of Ratings Class II. for each full month of the unexpired period of twelve months. A similar charge is to be made in all cases of discharge within twelve months where deferred pay is not forfeited, except that in the case of men invalided no charge is to be made. In the case of ratings discharged within one year of entry, other than by invaliding, being in debt or having insufficient credit of deferred pay to cover the charge referred to in the foregoing, the kit, or portion thereof, is to be recovered and sold, except such as is sufficient to meet requirements. Any balance received for sale of kit is to be paid to the rating.

The foregoing procedure does not affect any special regulations concerning Boys which may be ordered by Training Ship Regulations.

Additional gratuities to C.P.O’s and P.O.’s on promotion, &c.

(6) Petty Officers dressed as seamen shall, on promotion to Chief Petty Officers, be paid a gratuity (additional to daily allowance) of £5 towards cost of change of uniform. A gratuity of £5 shall similarly be paid to every Petty Officer or man dressed as a Seaman, on transfer to another rating, provided he is required to change his uniform from Class II. to Class III. A rating required to change his uniform from Class III. to Class II. shall also be paid his gratuity. Nogratuity shall be paid when the transfer is made on account of misconduct.

Uniform of Officers and Men lent from Royal Navy.

(7) Uniform gratuities are not payable to Officers and men lent from the Royal Navy, nor will a free kit be issued in such cases. In lieu thereof uniform allowance at the above daily rates will be credited in cash from date of entry.

Kitting up of recovered deserters.

(8) Deserters’ Uniforms.—Recovered deserters are not to be treated as new entries. The kit of a deserter if not sold before his recovery may be restored to him. If his kit has been sold, he should be supplied with a reduced kit (as laid down in the Uniform Regulations) to be charged against his pay and allowances.

Stoppage of uniform allowance.

(9) In all cases where deferred pay is stopped the allowance towards cost of uniform of 8d. or 6d. per day shall also be stopped for the same period.

Additional emoluments.

(10) Rations.—Rations (or allowance in lieu) will be supplied subject to such regulations as may be prescribed by the Naval Board.

(11) Lodging Allowance.—Payable when not provided with cabin accommodation or quarters on shore.

Lodging allowance payable when residing at home.

As from 1st July, 1918, incases where lodging allowance is paid owing to quarters not being available and the officer or man resides at his own home the rates of lodging allowance shall be the foregoing rates, less the amount of married allowance, if any, drawn.

Married allowance—Rates of.

(12) Married Allowance.—On production to the Commanding Office of satisfactory evidence of marriage, an allowance shall be payable in accordance with the scale set out hereunder:—

Conditions governing Married Allowance.

The following conditions shall govern payment of Marriage Allowance:—

(a)In the case of an Officer, an allotment must be declared to his wife of not less than one-third of his Active Pay (excluding allowances) plus full amount of marriage allowance payable.

(b)In the case of a Chief Petty Officer, Petty Officer, or man an allotment must be declared in favour of his wife of one-half of his Active Pay (excluding allowances) plus full amount of marriage allowance payable.

(c) For the purposes of determining the amount of monthly allotment to be declared in each case in respect of Marriage Allowance, a month shall be reckoned as 30 days.

(d)In the case of a person already serving in the Royal Australian Navy the allotment required to be declared under these Regulations should be paid to allottees as from 1st January, 1918.

(e) In the case of Officers and men appointed to the Royal Australian Navy subsequent to 1st January, 1918, the necessary allotment should commence from the first day of the month following appointment.

(f) Allotment declarations must invariably be made on the proper form (A.S.63 or S.63) provided for the purpose.

(g)Marriage Allowance may be paid to widowers with children subject to an allotment in favour of a guardian of one-quarter Active Pay (excluding allowances) plus full amount of Marriage Allowance payable.

(h) Marriage Allowance will for the period of the war be payable irrespective of place of residence of wife, or of guardian in the case of a widower, provided the necessary allotment is made.

(i)An allowance at the minimum rate shall be payable (when Marriage Allowance is not otherwise paid) in respect of a parent resident in Australia requiring support, subject to an allotment of one-third Active Pay (excluding allowances) plus full amount of Marriage Allowance payable. This allowance is not to be credited without the approval of the Naval Board, and shall generally be limited to cases of mothers (being widows) or cases of the father being permanently incapacitated by age or infirmity from earning wages exceeding £2 per week. Such allowance shall not be payable where there are unmarried sons (not serving in the Naval or Military Forces) or daughters in receipt of wages exceeding £2 per week, or where the allottee possesses income of like amount.

Conditions governing Married Allowance.

(j) During periods of detention or imprisonment not exceeding 90 days, the allotment should be continued at a rate not less than the amount of marriage allowance which would have been payable to the rating. The debt accumulated by such allotment may be recovered in easy instalments, or in the event of discharge communicated to Navy Office for recovery from deferred pay.

(k)Marriage allowance may be paid in regard to step-children and adopted children under sixteen years of age, provided that the rating claiming the allowance maintains such children and that they are not in receipt of endowment from any other source.

Telegraphic Advice required on discharge to shore, R.N. etc.

(13) On discharge of a rank or rating from the Commonwealth Sea-going Forces, either to the shore or by reversion to the Royal Navy, or by desertion or on sentence to over 90 days’ detention or imprisonment, a telegram is to be sent to the Naval Secretary, giving surname, official number, date, and whence discharged, or particulars. When in European waters, such telegram is to be sent through the Naval Representative in London.

(14) The payment of Marriage Allowance will be entirely subject to the pleasure of the Naval Board, who may withhold the whole or part of the allowance as may be thought fit.

Payment to medical officers undergoing hospital courses.

(15) Hospital Courses.—Where Medical Officers of the Permanent Seagoing Forces are required to undergo a six months’ course of study at an approved Medical School prior to presenting themselves for examination for the rank of Staff Surgeon, or where Senior Medical Officers of over fourteen years’ seniority are permitted to undergo a special three months’ course in approved subjects, the Naval Board may approve of payment, from Commonwealth Funds, of the whole or a portion only of the fees for such courses. Surgeons undergoing courses of study in approved Medical Schools may be credited with the pay and allowances of their respective ranks in the Permanent Sea-going Force.

(1) The rates of allowances to Petty Officers and men shall be as follow, but these allowances shall only be paid during the actual employment or qualification specified and under the special circumstances set forth, and no increase will be made in deferred pay on account of same.

(2) When the continuance of an allowance is dependent on requalification, cases, when there has been no opportunity for requalification, are to be submitted for the directions of the Naval Board as to continuance or otherwise of the allowance, the full circumstances of the case being stated.

 

* The allowance for Torpedo Gunner’s stores is payable only when the ship is allowed a Lieutenant (T) or Gunner (T) in complement. In other ships such stores are to be considered as part of the Gunner’s stores, and no extra allowance is payable on their account.

In the event of Warrant Officer’s stores being placed in charge of a Commissioned Officer (other than a Commissioned Warrant Officer) allowances on the above scale may be paid, but these stores are not to be placed in charge of such officers when a competent Commissioned Warrant Officer or Warrant Officer is available.

(a) The period for which payment is made is only to count from the time of entering to that of leaving the water; and should the work be subsequently found to be improperly done, the Captain, at his discretion, may cancel the whole or any portion of the payment.

Special allowances.

(b)Artificer Divers, when actually employed at their trade under water on repair or construction work, and when not paid a bonus or gratuity, are to be paid half a day’s pay of their substantive rating for every hour and proportionately for parts of an hour, in addition to the Diving Pay to which they may be entitled for the several depths.

(c) For recovery of articles, a bonus not exceeding £1 or one-fourth the value of the article may be given in lieu of payment by scale, of which bonus one-tenth is to be paid to the Attendant.

When diving takes place for recovery of articles, a certificate should be inserted in the Extra Pay sub-voucher, stating whether blame was attributable to any Officer or man for the loss; and, if so, where the corresponding charge has been made against their pay.

(d)A gratuity, not exceeding £5, may be given in lieu of payment by scale, in exceptional circumstances requiring dispatch, and for important skilled work satisfactorily performed, of which gratuity one-eighth is to be paid to the Attendant.

(e) A Diver who fails to conform to the conditions of exercise, or is at any time unwilling to dive, will be deprived of his Diver rating and retaining pay for the current quarter.

(f) Only one first hour rate is to be paid for any one day, but in cases of diving at two different depths payment may be made at whichever first hour rate is more advantageous to the Diver.

(g)Details of amounts paid for Diving Pay are to be shown on Form A.S. 9, which should accompany the ledger into office.

Special Allowances not chargeable to Pay Vote.

(a)The allowance in column “B” is in addition to the official supply in kind of established books, forms, foolscap, letter paper, and envelopes.

(b)The allowance in column “A” will cease on return to first port of call on arrival in Australia.

(c) These allowances will be subject to such regulations as may be prescribed by the Naval Board.

(e) The Accountant Officer may pay himself, on commissioning, or the Flag Officers as above, twelve months’ advance of the stationery allowance and afterwards, at the commencement of each quarter, a quarter’s allowance at the rates laid down in this regulation. The Accountant Officer shall provide from his allowance the stationery required in the performance of the public duties of the Captain and of the heads of departments of the ship, for binding the ship’s books, and for any supplies that may be necessary for tenders.

On being superseded, the Accountant Officer is to hand over to his successor the proper proportion of the advance in respect of the unexpired period, or articles in kind equivalent in value thereto; the succeeding Accountant Officer, on the other hand, is to reimburse his predecessor for whatever necessary outlays on the above heads he has made, which are not covered by the allowance already drawn, and in the event of the two Accountant Officers not being able to agree on these points, reference is to be made to the Senior Surveying Officer, whose decision is to be final.

(8) School Stationery.—In every ship, not supplied with stationery in kind, in which a Naval Schoolmaster is borne or a competent person detailed to perform the duties of Schoolmaster, expenditure within the following limits may be approved by the Commanding Officer for the purpose of supplying slates, paper, and school necessaries for the use of the men and boys attending the school, and for supplying the requirements of the Schoolmaster:—

Ships with complements exceeding 600—£6 on commissioning, and £1 10s. for each subsequent quarter;

Ships with complements, 201 to 600—£4 on commissioning, and £1 for each subsequent quarter;

Ships with complements not exceeding 200—£2 on commissioning, and 10s. for each subsequent quarter.

Payment should be made to the Chaplain, or, if no Chaplain is borne, to the Officer superintending the school work.

44 (1.)—DEFERRED PAY OF PERMANENT SEA-GOING FORCES.

Payment of deferred pay.

(1) When Payable.—Deferred pay shall be payable to an Officer on retirement or resignation. Payment may be made to Officers on completion of seven years’ service since entry or since last payment of deferred pay.

(2) Deferred pay shall be payable to Petty Officers and men on confirmation in warrant rank or on completion of each engagement signed by them, or on discharge (except as prescribed in paragraph (6) of this regulation) if prior to completion of such engagement.

(3) Men serving under old regulations whose engagements have expired prior to 1st January, 1918, will become entitled to payment, on or after 1st January, 1918, of deferred pay due to end of such engagement, with interest due under regulations existing prior to 1st January, 1918.

Interest to be discontinued.

(4) No interest will be allowed on deferred pay after 1st January, 1918, but all ranks and ratings will be credited on 30th June, 1918, with interest due under regulations existing prior to 1st January, 1918, computed on balance at credit on 30th June, 1917. Thereafter, no interest will be allowed.

Payment in case of death.

(5) Special Cases.—In the case of death of an individual whilst in the service, the full amount of accumulated deferred pay will be payable to his estate.

Forfeiture of deferred pay.

(6) Persons dismissed from the Navy for misconduct, or discharged as “Services no longer required” in consequence of misconduct, and persons engaged or re-engaged after 1st July, 1918, and discharged “at own request” prior to completion of engagement entered into, will forfeit all claim to deferred pay; but the Naval Board may, in exceptional circumstances, authorize payment of the whole or a portion of the amount that would otherwise be payable.

Deduction of pension liability.

(7) Contributions by the Commonwealth towards pension rights of Officers and men lent from Royal Navy shall be deducted from amounts credited to such Officers and men on account of deferred pay.

Stoppage of deferred pay.

(8) When Not Payable.—Deferred pay shall not be credited in any of the following circumstances:—

(a) During imprisonment or detention, (either summarily or by court-martial).

(b) During imprisonment following conviction by civil power.

(c) During confinement in cells.

(d) During sick leave granted without pay (but is to be credited during sick leave on reduced pay).

Mulcts, 2nd Class for conduct, &c.

(9) General.—In every case where active pay is drawn, deferred pay allowed shall be credited. Mulcts for leave-breaking or deductions on account of being in 2nd Class for conduct, and sick leave granted on reduced pay, shall not affect deferred pay.

Surgeons shall be compulsorily retired—

(a)On attaining eight years’ seniority, if they have previously failed, on two occasions, to pass the Staff Surgeons’ examination;

(b)On second failure to pass, if surgeons sit for the examination after attaining eight years’ seniority; or

(c) On attaining ten years’ seniority, if Surgeons fail to sit for the Staff Surgeons’ examination a second time.

Conditions of service—Officers.

Voluntary retirement may take place, subject to the approval of the Naval Board, and section 13 of Naval Defence Act 1910-12, as follows:—

(a)Except in time of war, an Officer may, by writing under his hand, resign his commission at the expiration of any time not being less than three months from the date of his resignation.

(b)The resignation shall not have effect until it has been accepted by the Governor-General.

(c)For special reasons the Governor-General may accept any resignation at any time after the receipt thereof.

Dismissal of officers.

Officers are liable to be dismissed from the service or to be compulsorily retired at any time for misconduct, in which case they forfeit all claim to deferred pay; Officers may also be dismissed for inefficiency.

Definition of term “Service.”

(2) Service.—Service in Rank on the Active List for purposes of pay shall include all time actually served on full pay by an Officer on the Active List of the Royal Navy, Royal Australian Navy, or Navy of any of His Majesty’s Dominions.

Officers of Emergency List Royal Australian Navy.

(3) Emergency List.—Officers on resigning their Commissions in the Permanent Service may, subject to the approval of the Naval Board, be placed on an Emergency List, and will be allowed in such cases to retain their commissions and wear the uniform of their rank, but will not receive any pay whilst not actually employed.

Officers of the Retired List “called up” for duty in time of war or national emergency shall be permitted to count such service for purposes of increments of pay.

Only Medical Officers who continue to practise their profession will be allowed to enrol on the Emergency List.

Pay of temporary surgeons.

(4) Temporary Surgeons.—Surgeons appointed for temporary service only, in time of war or emergency will be paid at the rate of 25s. per diem, and rank with, but after, surgeons in the Permanent Service, and be subject to such regulations as may be prescribed. They will receive the allowances prescribed in Regulation 43 (I.), but will not receive deferred pay.

47 (II.)—ENGAGEMENT AND DISCHARGE OF PETTY OFFICERS AND MEN OF PERMANENT SEA-GOING FORCES.

Conditions of service of petty officers and men.

(1) Engagements.—All ratings will be required to execute engagements to serve in the Permanent Sea-going Naval Forces for a first period of seven years from the date of entry, or from the date of attaining 18 years of age of such date is subsequent to date of entry. Ratings may be allowed to re-engage for further periods of five years subject to such regulations as may be prescribed, and shall, generally, be compulsorily retired after 22 years’ service from the age of 18.

Conditions of service of petty officers and men.

(2) Special Retention.—Subject to the requirements of the Fleet ratings may be retained for a further period of five years, or, in such exceptional cases as may be approved by the Naval Board, for ten years from the age of 40.

Transference to and preference in Naval Establishments’ appointments.

(3) Civil Employment.—Men compulsorily retired from sea-going duty on account of age or invaliding who are not absorbed for Auxiliary &c., services, will be given preference in civil employment in or connected with Naval Establishments. Writers or ships’ stewards will have opportunity of transfer for clerical duties in Naval Establishments.

(4) Special Cases.—In special cases where the date of entry is prior to the date of attaining the age of 18 years; the Naval Board may approve of the engagement dating from the date of entry.

(5) Stewards and Cooks.—The re-engagement of Officers’ Stewards, and Cooks, and of Ship’s Cook ratings, will be conditional on recommendation.

(6) R. N. Ratings.—Ratings lent from the Active Service of the Royal Navy will be required to engage for three years’ service, which period may, in special circumstances, be extended.

Counting previous service.

(7) Previous Service.—All previous service in the Royal Navy or Royal Marines, or in the Navy of any of His Majesty’s Dominions, will be allowed to count as if served in the Royal Australian Navy towards “service” for rates of seniority, pay, good conduct badges, and other allowances.

Service, not exceeding four years in the Permanent Naval or Military Forces, the Australian Imperial Expeditionary Force, Royal Australian Naval Bridging Train, or New Guinea Expeditionary Force, or service not exceeding two years at sea in British or Colonial Merchant Service, may, with the approval of the Naval Board, be allowed to count towards award of good conduct badges. Time served on shore in the Citizen, Naval, or Citizen Military Forces will not be allowed to count for such purposes.

Regulation 48 is repealed and the following inserted in lieu:—

48 (I.)—ALLOTMENTS AND PAYMENTS ON ACCOUNT OF PAY.

Scale of pay allotments.

(1) Allotments.—Allotments of their active pay may be made by Officers and men of the Sea-going Forces to any person above the age of 18 years, at any rate from 10s. per month upwards, and not exceeding the maximum laid down for their rate of pay shown in paragraphs (4) and (5) following. All allowances (excluding deferred pay and clothing allowance) payable on the Ship’s Ledger may be included in the daily rates specified.

Payments on account of pay.

(2) Payments on account of pay shall be as prescribed in paragraphs (4) and (5), deferred pay and clothing allowance not being taken into account, and the balance of active pay and clothing allowance being paid at the end of the quarter Deduction is to be made from bi-monthly payments on account for clothing issued in excess of clothing allowance due.

(3) Training ships will carry out such special regulations as may be prescribed by the Naval Board, but, in the absence of special regulations, these regulations shall be observed.

Regulation 46 is amended by deleting in paragraph (b) the following:—

“Regulations Nos. 42 (III.), 42 (VI.), 43 (IV.), and 43 (V.)”, and substituting in lieu, respectively, the following:—

“Regulations Nos. 43 (I.) paragraphs (11) and (12), 43 (II.), 43 (III.) and 43 (IV.)

Regulation 46 is amended by deleting in paragraph (b) the following:—

“Regulations 47 and 48”,

and substituting in lieu the following:—

“Regulation 48”.

Regulation 46 is amended by repealing paragraph (g) and inserting the following in lieu:—

“(g)Petty Officers and men shall be credited on the Quarterly Ledger in cash, with the Clothing Allowance provided in Regulation 43, and the value of clothing issued shall be debited in column ‘Clothing Charges.’ The total of the amounts so charged shall be credited to Trust Fund—Uniform, Clothing, and Necessaries (Naval) Account, by Transfer Account.”

Regulation 46 is amended by omitting paragraphs (i) and (m).

Regulation 49 is amended by deleting in paragraph (a) the following:—

“Regulations Nos. 47 and 48”,

and substituting in lieu the following:—

“Regulation 48”.

For the words “Administrative and Instructional Staff” or “A. and I. Staff”, wherever appearing in these Regulations, substitute the following in lieu thereof, respectively, “Royal Australian Naval Brigade Staff” and “R.A.N.B. Staff.”

Regulation 50 (a)is amended by omitting the word “biennial” and inserting the word “annual” in lieu, in the second line of the matter appearing under the heading “Petty Officer Instructors, Storekeepers, Armourers, &c.”

Paragraph (c) of Regulation 52 is amended by deleting the words “Classes II. and III.” and inserting in lieu the words “Classes IV. and V.”
