ADDITION TO THE FINANCIAL AND ALLOWANCE REGULATIONS FOR THE NAVAL FORCES OF THE COMMONWEALTH, 1904 (PROVISIONAL), TO COME INTO OPERATION ON THE 1st JULY, 1904.
After Part VIII. add the following:—
PART IX.—NAVAL MILITIA.
72. The following will be the rates of pay and annual retainer for the Members of the Naval Militia, subject to provision being made by Parliament:—

Half days will be paid for at one half, and night drills at one quarter, of above rates.
73.The twenty-one days’ training per annum may be performed as follows:—
Class A .—Twenty-one days’ training, eighteen of which must be in periods of not less than six days’ continuous training afloat.
Class B .—Six days’ continuous training afloat, with seven full or fourteen half days afloat, and 32 night drills.
74.Continuous training afloat will be paid for at the completion of each period of such training.
Members of the Militia Forces who elect to perform their training in Class B will be paid quarterly for their drills other than the six days’ continuous training; and to enable the pay for each quarter to be earned, not less than the following drills must be performed:—

Drills omitted in any one quarter may be performed and paid for in any succeeding quarter.
Day drills may be performed in lieu of night drills, but in no case can night drills be performed in lieu of day drills.
Up to the 30th June, 1905, members of the Naval Militia performing their drills under Class B, who are not able to attend more than four days’ continuous training afloat, will be given opportunities to complete the two additional days’ training afloat to enable the full annual pay to be earned.
Where no provision exists for members of the Forces carrying out the training afloat, the 21 days’ drill will be performed in such whole day, half day, and night drills or parades as may be authorized by the Minister.
Pay will be issued to Commanding Officers and Staff on the certificate of the Commandant that they have performed the necessary duties during the period for which it is claimed.
75.All members of the Militia will be required, in addition to the above drills and training, to attend one Review or General Inspection in the year when ordered on a Public Holiday.
Any member failing to comply with this Regulation will be liable to a fine of twenty shillings, unless he is able to satisfy the Commandant that he was prevented by sickness or other reasonable cause, or on account of his occupation, from attending such Review or General Inspection.
76.Retainer.—The Retainer will be paid annually at the end of the financial year.
The full retainer will be earned by completing the training and number of drills required under Class A or Class B.
Three-fourths of the retainer can be earned by completing not less than 75 per cent. of such drills, and must include not less than four days’ continuous training afloat.
77.In the event of the death of a member of the Militia, the balance of any retainer or pay which may be due to him will be paid to his legal representative.
78. The minimum duration of drills will be—

79.Midshipmen at present serving will, pending retirement or absorption, receive pay and retainer as under :—
Pay at the rate of 5s. 6d. per diem.
Annual retainer, £3 14s. 6d.
80.A Paymaster will be allowed to the Naval Militia where no other provision exists for a Paymaster, and he may receive a special rate of pay approved by the Minister, in accordance with the provision on the Estimates.
81. The Officer in command of the Naval Militia at Sydney, whilst performing the duties of Officer in Command of the State Division of the Naval Forces, may receive a special rate of pay, approved by the Minister, in accordance with the provision on the Estimates.
82.All members of the Naval Militia whilst undergoing continuous training, or afloat for a whole day’s drill, will receive rations according to the scale laid down for the Permanent Force.
