73a. The following shall be the scale of pay (inclusive of ration, uniform, and all allowances other than travelling allowances) to govern all appointments or re-engagements after the 1st July, 1904. The rates of pay previously existing will continue to be paid to those serving prior to 1st July, 1904, until re-engaged:—
