PROVISIONAL REGULATIONS UNDER THE DEFENCE ACTS 1903-1904.

I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby certify that, on account of urgency, the following Regulations under the Defence Acts 1903-1904 should come into immediate operation, and make the Regulations to come into operation forthwith, as Provisional Regulations.

Financial and Allowance Regulations for the Military Forces.

The following is added to the above Regulations as Part XIII.:—

Part XIII.Skill-at-arms Badges.

Brigade Prizes.

These prizes are badges worn by every Non-commissioned Officer and man serving with the winning battery at the date of practice.

The first battery in each State may win a prize, 1st, 2nd, or 3rd, according to the marks it obtains in accordance with the Instructions for Practice, Horse, Field, and Mountain Artillery.

The badges will be–

1st class.—Crossed guns and crown worked in gold.

2nd class.—Crossed guns and star worked in gold.

3rd class.—Crossed guns worked in gold.

Gunnery Badges.—One badge of 1st, 2nd, and 3rd class for each battery—

1st class badge.—A “G” in gold, with crown.

2nd class badge.—A “G” in gold, with star.

3rd class badge.—A “G” in gold.

Driving Badges.—One badge of 1st, 2nd, and 3rd class for each battery—

1st class badge.—Crossed whips, spur and crown in gold.

2nd class badge.—Crossed whips and spur in gold.

3rd class badge.—Crossed whips and spur in worsted.

Layer’s Badges.—An “L” worked in gold—four per battery.

Note.—Sergeants will not be allowed to take more than one of the Gunnery Badges.

All Non-commissioned Officers, except Battery Staff Sergeants, and men can compete for the Gunnery prizes.

Warrant Officers are not eligible to compete.

Gunnery Badges.

Individual badges as under may be allowed for competition among the Non-commissioned Officers (under the rank of Sergeant) and men of each company.

Rank and File, Non-commissioned Officers, and men of District Establishment are not eligible to compete for individual badges.

Gun Layer’s Badge.—An “L” worked in gold—three per company.

Gunnery Badges.—One badge of 1st, 2nd, and 3rd class for each company—

1st class badge.—A “G”in gold, with crown.

2nd class badge.— A “G” in gold, with star.

3rd class badge.—A “G” in gold.

Gunnery Badges at the rate of two per company, viz.:—

One 1st class and one 2nd class, as described above, may be allowed for competition among the Sergeants of the companies and District Establishment.

Service Prize Firing.—Company prizes may be awarded as under:—

All companies qualifying for a 1st class as laid down in the Instructions for Practice Seawards may be awarded a prize consisting of a badge, to be worn by all Non-commissioned Officers and men of the company, and by District Establishment Specialists who are attached to the company at the time the practice takes place.

The badge will be crossed guns and a crown worked in gold.

No prizes will be awarded to companies that only qualify for 2nd or 3rd class.

Musketry Badges.

Good Shooting Badges may be issued to Light Horse, Infantry, and Senior Cadets, as follows. All ranks are eligible, Officers and Warrant Officers excepted:—

(a) Marksman.—A badge of crossed rifles.

(b) Best Shot in each Squadron or Company.—A badge of crossed rifles and star to be awarded to that marksman who makes the highest score in his squadron or company in Parts I. and II. of Table IV. of the Musketry Course.

(c) Best Shot in the Regiment.—A badge of crossed rifles and crown to be awarded to that marksman who makes the highest score in his regiment in Parts I. and II. of Table IV. of the Musketry Course.

(d) Sergeants of the Best Shooting Squadron or Company.—A badge of crossed rifles and crown. This will be awarded to the Sergeants of the best shooting squadron or company in each regiment, consisting of not less than four squadrons or companies.

The badge mentioned in (d)will be worn on the right fore arm; those referred to in (a), (b), and (c) will be worn on the left fore arm. The Marksman’s Badge will not be worn in addition to the badges mentioned in (b) and (c), nor will the badge mentioned in (b) be worn in addition to the badge referred to in (c); but the badge awarded to the Sergeant of the best shooting squadron or company will be worn in addition to any other badge.

Note.—Badges in accordance with the foregoing will be supplied, on requisition in the usual manner, by the Ordnance Department, and such supply, in the case of Militia and Volunteer Corps, will be made on payment
