PROVISIONAL REGULATIONS UNDER THE DEFENCE ACTS 1903–1904.

I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby certify that, on account of urgency, the following Regulations under the Defence Acts 1903-1904 should come into immediate operation, and make the Regulations to come into operation forthwith as Provisional Regulations.

Para. 103. Add at end of first line “(No. 9, Contingencies).”

Para. 113. Delete “Return of Fines.”

Para. 174. Delete and insert, “A Ration and Forage Supply Ledger C.M. Book, No. 4, will be kept by all Permanent Units. The Quarter-master of a Unit, or officer acting for him, will requisition (on C.M. Form J. 4 when a Supply Officer exists, and on C.M. Form H. 1 when supplies are drawn direct from contractors), direct upon the Supply Officer or Contractors (as the Commandant may decide), for all supplies required, forwarding with the requisition a statement showing how delivery is required to be made. A copy will be kept of all requisitions in block. At the end of each month, this book will be balanced, and the contractor’s claims for payment checked therewith.”

Para. 175. Add at end of first line, “C.M. Form H. 2,” delete “C.M.F. Form 142 (Appendix ‘C.’).”

Para. 177, Delete “C.M.F. Form 142 (Appendix ‘C.’),” and insert “C.M. Form H. 2”; add at end of para., “and prepared from Ration and Forage Supply Ledger, C.M. Book, No. 4, vide para. 182.”

Para. 180. In second line, delete “C.M.F. Book, No. 11 Appendix ‘I’),” and insert “C.M. Form J. 4”; line 4, delete counterfoil Ba,” and insert “Block.”

Para. 181. Third line, delete “counterfoil,” and insert “Block.”

Para. 182. Delete whole para., and insert:—

“182. The officer in charge of supplies will keep a Ration and Forage Supply Ledger, C.M. Book, No. 4,in which all supplies received from contractors will be entered upon the receipt side. The total receipts of supplies for a Camp, School, or for a month upon active Service, will correspond with the orders on contractors issued by the Supply Officer (C.M. Form J. 4).

 

“All requisition fromcorps will be made in triplicate on C.M. Form J. 4, one copy to be retained in block, two copies to be handed to the Supply Officer (one of the latter being sent with the carter for receipt, the other retained in the shop from which issues are made). The particulars of each such issue will be entered on issue side of ledger. Commanding officers of corps,will forward a certified copy of the Parade State each morning by 7.30 a.m., and from this the issues will be cheeked daily, and any necessary adjustments made inthe next subsequent issue.

“At the conclusion of the Camp, School, or month on active Service, the Supply Officer will prepare an abstract of transactions during the period of total receipts and issues.

“The abstract to show:—

(a) Total receipts from contractors, which will agree with orders issued (C.M. Form J. 4).

(b) Total issues to each corps (this will agree with number of rations due, as per Parade State).

(c) Total issues on payment (at contract prices plus 5 per cent. for handling) to corps and contractors.

“The sum of (b) and (e) will agree with the amount of (a) after surplus stores have been returned to contractors.

“The abstract will be sent direct to the D.A.Q.M.G. for adjustment.

“Contractors will send to the Supply Officer claims for all supplies, together with the orders for same.”

Para. 195. Lines 2 and 3, delete “C.M.F. Form 140 (Appendix ‘A.’),” and insert “as laid down in paras. 174, 180, 181, and 182.”

Para. 22 (a). Delete and insert “as per paras. 174, 180-182.”

Paras. 200 (b) and 201 are cancelled.

Para. 204 (h) Delete and insert “Rations will be supplied as in paras. 174, 180-182.”
