PROVISIONAL REGULATIONS UNDER THE DEFENCE ACTS 1903–1904.

I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby certify that on account of urgency the following Regulations under the Defence Acts 1903–1904 should come into operation on and from the 1st July, 1907, and make the Regulations to come into operation accordingly as Provisional Regulations.

FINANCIAL AND ALLOWANCE REGULATIONS FOR THE MILITARY FORCES OF THE COMMONWEALTH.

Pay of Permanent Forces.

Corps of Australian Engineers.

Regulations 65, 66and 67 are repealed, and the following Regulations are substituted therefor:—

65. Pay of Specialists, Non-Commissioned Officers and Men.

(a) The following shall be the rates of pay for specialists, non-commissioned officers and men on and after the 1st July, 1907. Any Specialist, non-commissioned officer or man who may, however, be in receipt of a rate of pay in excess of that pertaining to his rank or

 

appointment will continue to receive the same until promoted to a position carrying an equivalent or higher rate of pay

Consolidated Pay—In the case of a non-commissioned Officer or Sapper being detailed from a Regimental Unit to temporarily occupy any of these appointments, his regimental pay and allowances will be supplemented by an amount which will make his total pay and allowances equivalent to the minimum rate of consolidated pay for the appointment.

per diem.	Class “B” (Regimental). In addition to these rates of pay, quarters, rations, fuel, light, medical attendance, hospital, uniform, bedding, and cooking utensils will be provided free by the Government.

Note.—Class A.—(Specialists).— Incases where a minimum and maximum rate are provided, an annual increment of 6d. per diem may be paid, subject to the approval of the Commandant.

Class B.—(Regimental).—In the case of Sappers an annual increment of 3d. per diem may be paid, subject to the approval of the Commandant; provided that before the second increment is paid the Sapper must obtain a “skilled” Submarine Mining qualification, and before the fourth increment is paid a “superior” Submarine Mining qualification.

(b) Good Conduct Pay (Sappers only).—

After two years’ service with good conduct—2d. per diem.

After four years’ service, and if in possession of one good conduct badge for one year—4d. per diem.

After six years’ service, and if in possession of two good conduct badges for one year—6d. per diem.

66. Married Establishment.

The married establishment to include all Sergeants and higher ranks not drawing consolidated pay, and 10 per cent. of the rank and file not drawing consolidated pay.

Regulations as for the Royal Australian Artillery to apply in cases other than those provided for above.

67. Special Duty Pay.—

Divers (States of New South Wales and Victoria only).

Qualified Divers—not to exceed four in each State—to receive an allowance of 2d. per diem, and 1/6 per hour when employed in diving operations.
