PROVISIONAL REGULATIONS UNDER THE DEFENCE ACTS 1903–1904.

I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby certify that on account of urgency the following Regulation under the Defence Acts 1903–1904 should come into operation on and from the 1st July, 1909, and make the Regulation to come into operation accordingly as a Provisional Regulation.

FINANCIAL AND ALLOWANCE REGULATIONS FOR THE MILITARY FORCES OF THE COMMONWEALTH.

Amendment.

Section V. of Part II. is cancelled, and the following substituted:—

“V.—Ordnance Department and Rifle Range Services.

73.—The positions held by members of the Ordnance Department and Rifle Range Staffs (other than those serving under the Public Service Act) shall be arranged in grades as set forth in the following schedule. Except where otherwise provided, the limits of salary to be paid to a member occupying any office designated in such schedule shall be as prescribed therein in respect to such office.

Where a member is already in receipt of a higher rate of pay than prescribed in this Regulation, he shall continue to receive such higher rate of pay while holding the office.

Members who have completed 20 years’ service may, subject to good conduct and efficiency, be granted after five years’ service at the maximum of Grade IV. a long service increment at the rate of £6 per annum, and after an additional five years’ service a further long service increment at the rate of £6 per annum. The receipt of such long service increment shall not affect the relative seniority of members as existing prior thereto.

Advancement from grade to grade beyond Grade V. shall be dependent upon the occurrence of vacancies in the higher grades, or upon alteration of the classification of an office, the duties or importance of which have materially increased.

 

The grade of a member under the provisions of this Regulation shall be that corresponding to his designation, provided that a member who is receiving at the date of this Regulation a salary less than the minimum amount of such grade may be granted annual additions of salary of an amount to be determined by the Minister until the salary reaches such minimum, and provided further that where the same designation occurs in two or more grades the grade of the member shall be that corresponding, or most nearly corresponding, in rate of pay to the grading of his office prior to the issue of this Regulation.

Where in. the opinion of the Minister the minimum salary of any grade would not be adequate remuneration for any member or class of members on first entering the grade he may assign to such member or class of members a minimum salary at any higher subdivision of the grade.

When public quarters are allotted to a member of the Ordnance Department or Rifle Range Services, a deduction of one-tenth shall be made from his pay.”
