Except where otherwise provided advancement from grade to grade beyond Grade V. shall be dependent upon the occurrence of vacancies in the higher grades, or upon alteration of the classification of an office, the duties of which have materially changed.

Notwithstanding anything contained in this Regulation, in any case where an increment to a member would be deferred, owing to the provisions of the Regulation, beyond the date upon which it would have otherwise accrued, the increment may be granted from such date.

The grade of a member under the provisions of this Regulation shall be that corresponding to this designation, provided that a member who is receiving at the date of the Regulation a salary less than the minimum amount of such grade may be granted annual additions of salary of an amount to be determined by the Minister until the salary reaches such minimum, and provided further that where the same designation occurs in two or more grades the grade of the member shall be that corresponding, or most nearly corresponding, in rate of pay to the grading of his office prior to the issue of this Regulation.

Deduction for quarters.

When public quarters are allotted to a member of the Ordnance Department or Rifle Range Services, a deduction of one-tenth shall be made from his pay.
