PROVISIONAL REGULATIONS UNDER THE DEFENCE ACT 1903-1912.
Amendments to F. and A. Regulations, Part IV.—Pay of Permanent Forces.

AMENDMENTS.
Part IV.—Pay of Permanent Forces.
Regulation 61 is amended to read—
Officers holding temporary, brevet, honorary, or acting rank (or appointment) shall receive the rates of pay fixed for their substantive rank (or permanent appointment).
Regulation 62 is amended to read—
Consolidated rates of pay shall include all allowances, except as prescribed in Part X. of these Regulations, and except an allowance equal to, or a refund of the actual amount paid for, horse hire as prescribed when it is necessary and the Officer is detailed to attend an ordered mounted parade.
Regulation 63b.—(Pay for Quartermasters)—
for “ £250 to £400 per annum (six biennial increments of £25)”
insert “£300 to £400 per annum (four biennial increments of £25).”
“This consolidated rate of pay shall include the provision of a horse when required to be mounted and all other allowances except travelling.”

Regulation 64 and sub-para. (
ROYAL AUSTRALIAN ARTILLERY (FIELD AND GARRISON).
64.—The consolidated rates of pay of officers are as follow:—
2nd Lieutenant .—(Appointed on and after the 1st January, 1913), £200 to £225 per annum.Increments—
(i.) On completion of twelve months’ service, and subject to favorable report by Commandant, £15 per annum.
(ii.) On completion of two years’ service (including one year at £215 per annum), and subject to passing Short Course of Gunnery, or for promotion to Lieutenant, £10 per annum.
Lieutenant .—(Appointed or promoted to that rank on and after 1st January, 1913, after completing four years’ service as 2nd Lieutenant), £250 to £350.Increments—
(i.) On completion of two years’ service as Lieutenant, and subject to favorable report by the Commandant, £25 per annum.
(ii.) On completion of four years’ service as Lieutenant (including two years’ at £275 per annum) subject to passing for Captain or Gunnery Staff Course, and favorable report by the Commandant, £25 per annum.
(iii.) On completion of six years’ service as Lieutenant (including two years’ at £300 per annum), and subject to favorable report by the Commandant, £25 per annum.
(iv.) On completion of eight years’ service as Lieutenant (including two years’ at £325 per annum), and subject to favorable report by the Commandant, £25 per annum.

The increment under (ii.) shall, however, not be granted unless and until the officer has completed a period of twelve months’ service from the date from which the increment under (i.) took effect, and the increments under (iii.), (iv.), and (v.) shall not be granted unless and until the officer has completed a period of two (2) years’ service from the date from which the previous increment took effect, and the increments under (vi.) and (vii.) shall not be granted unless and until the officer has completed a period of one year’s service from the date from which the previous increment took effect.
Increments.—Three annual increments of £25 per annum, provided, however, that the second increment shall not be admissible unless and until the officer has qualified for the next step of rank.

Notes.
(1) All increments shall be dependent on the approval of the Minister, and provision being made by Parliament.
(2) The foregoing rates shall be subject to a deduction for the value of Government Quarters occupied in accordance with Financial Regulation 88.
(3) An officer who on 1st July, 1912, was in receipt of less than the minimum rate above prescribed for his rank or appointment, shall receive such minimum rate from that date.
(4) An officer who prior to this Regulation coming into force was in receipt of a salary higher than that now prescribed for his rank shall continue to receive the same, pending promotion to a rank with an equivalent or higher rate of salary, as provided by these Regulations.

Notes.
(1) A soldier who on the 1st July, 1912, was in receipt of less than the minimum rate above prescribed for his then rank or appointment, shall receive such minimum rate from that date.
(2) A soldier who on the 30th June, 1912, has completed not less than ten years’ service in his present rank or appointment, and who on that date was in receipt of not less than the minimum, but less than the maximum rate of pay above prescribed for his rank or appointment, shall be granted an increment equal to the amount required to bring him on to the next higher subdivisional rate of pay prescribed for his rank or appointment.
(3) For the purposes of pay this Regulation shall be held to have come into force on and from 1st July, 1912, but for the purpose of calculating service for increments, shall be held to have come into force on and from 1st January, 1911.
(4) Should a soldier, appointed prior to the date of these Regulations be in receipt of a salary higher than that herein prescribed for his rank or appointment, he shall continue to receive the same pending promotion to a rank or appointment carrying an equivalent or higher salary.
(5) Where “allowances” are prescribed in addition to the rate of pay, the term “allowances” shall mean that quarters, rations, fuel and light, medical attendance, hospital, and uniform shall be provided free by the Government.
(6) A Warrant Officer in receipt of a salary higher than the minimum herein prescribed for a 1st Class Master Gunner shall on promotion or appointment to the latter rank be allotted the next higher subdivisional rate of pay to that which he was in receipt of prior to such appointment or promotion.
ROYAL AUSTRALIAN ENGINEERS.
Regulations 70 and 71 (

Two biennial increments of £25 per annum.
In districts where there is no Officer of the Australian Army Veterinary Corps (Permanent), an allowance, approved by the Minister, may be paid to an Officer of the Australian Army Veterinary Corps (Militia) for duties in connexion with horses of the permanent military establishment, and, when no such Officer is available, the allowance may be paid to a civilian veterinary practitioner.

86 (
c ) SPECIAL DUTY PAY FOR EXTRA REGIMENTAL APPOINTMENTS.
Special duty pay, at the following rates, will be paid to officers holding special appointments, in addition to the annual rates of regimental pay prescribed for their rank, but an Officer holding more than one of these appointments shall only be permitted to receive the special duty pay allotted to one of such appointments.

Provided, nevertheless, that an officer holding a special appointment on the 30th June, 1912, whose total pay and allowances on that date were greater than the total emoluments he would receive under the Regulations made by this Statutory Rule may continue to be paid such higher rate so long as he continues to hold such special appointment.
