REGULATIONS UNDER THE DEFENCE ACT 1903-1932.

I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the following Regulations under the Defence Act 1903-1932.

Financial and Allowance Regulations for the Australian Military Forces and Senior Cadets.

(Statutory Rules 1926, No. 211, as amended to this date)

Amendments.

1.After regulation 24 insert the following heading and regulation 24a:—

“Variations of Pay in Accordance with variations in the Cost of Living.

24a. (i) The pay of members of the Permanent Military Forces (excepting the pay of members who are paid on the basis of wages paid for a similar class of employment in outside trade establishments) shall be varied in accordance with variations in cost of living in the following manner:—Where the Commonwealth Statistician notifies in the Gazette the retail price index number for: the six State capital cities of the Commonwealth for the twelve months preceding the first day of January in any year commencing with the twelve months preceding the firstday of January, one, thousand nine hundred and thirty-three, the pay of each member of this Permanent Military Forces payable in pursuance of the provisions of regulations 37, 38, 40, 41, 42, 43, 44, 45, 46, 47, 48 and 49 of these Regulations (excepting the pay of a member who is paid on the basis of-wages paid for a similar

class of employment in outside trade establishments) shall be varied in accordance with the reduction or increase prescribed as follows:—

(ii) Any variation made in pursuance of the last preceding sub-regulation shall take effect on the first day of July next following the notification in the Gazelle of the index number, and shall continue in force for a period of twelve months.

(iii) In this regulation “index number” means the Harvester all-items index number (“D” series) published in the Gazette by the Commonwealth Statistician as being the retail price index number ascertained in respect of food, groceries, housing (rent of house of four or five rooms only), clothing and miscellaneous expenditure combined.”

2.Regulation 50 is amended by deleting the proviso in sub-paragraph (i) of sub-regulation (b) and substituting the following;—

“Provided that payment of Child Endowment, under this regulation shall not be made to a member unless he makes written application to his Commanding Officer, and that payment shall not be made in respect of any period exceeding four months prior to the date upon which such application is forwarded to his Commanding Officer, except, that in the case of a member serving abroad, retrospective payment may be made from such date as may be approved by the Minister. This proviso shall be deemed to have come into operation on 27th September, 1933”

3. Regulation 52 is amended as follows:—

(a) by the deletion in paragraph (a) of the words “Fifteen shillings” wherever occurring and the substitution in lieu thereof of the words “Fourteen shillings and threepence”.

(b) by the addition at the end of paragraph (a) of the following:

“Provided that when the pay of a member of the Permanent Military Forces is increased or decreased as

the case may be in pursuance of the provisions of regulation 24a of these Regulations the deduction for a cooked ration as prescribed above shall be increased or decreased as the case may be at the rate of sixpence per week for each six pounds of variation in annual pay.”

4.Regulation 54 is amended by the addition at the end of paragraph (1) of the following further proviso:—

“Provided also that when the pay of a member of the Permanent Military Forces is increased or decreased as the case may be in pursuance of the provisions of regulation 24a of these Regulations the deduction of two shillings and sixpence per week from the pay of unmarried other ranks as prescribed in this regulation shall be increased or decreased as the case may be as nearly as possible in proportion to such increase, or decrease of pay, the actual increase or decrease of the deduction to be decided by the Military Board.”
