REGULATIONS UNDER THE DEFENCE ACT 1903-1927.

Regulation 45—
In section (
e ) of the schedule insert a comma between the words “Deckhand Fireman”.
Regulation 46—
In sub-division (2) of the Schedule opposite the rank “Sergeant” “per week” delete “£4 15s. 2½d.” and insert “£4 8s. 2½d.” in lieu.
Regulation 50—
In sub-paragraph (v) delete the words “in lieu of long leave or furlough or for payments.”
Regulations 55, 56, and 57 are cancelled with effect from 31st December, 1927.
Regulation 69 is cancelled.
Regulation 80—
Add at end of sub-paragraph (
b ) the words—“and during recreation leave.”

b ) (iv) Members of the Permanent Forces who reside outside the radius of two miles from District Base Head-quarters, Sub-District Stations, or the Area Medical Officer’s residence may be paid half-yearly in arrear an allowance at such rate as may be approved by the Minister for the purpose of making their own arrangements for medical attendance for themselves and their wives and such of their children as are not more than 14 years of age.

Regulation 217—
Sub-paragraph (
b )—In lieu of the words “School or Course or Instruction” insert the words “School or Course of Instruction.”
Regulation 254 is amended as follows:—
Under sub-paragraph (
a ) substitute 1s. 3d. per member in lieu of 1s. per member.Under sub-paragraph (
b ) substitute 2s. 6d. per man in lieu of 2s. per man.Under sub-paragraph (
c ) substitute 3s. 9d. per man in lieu of 3s. per man.
Regulations 326 to 330 are cancelled and the following substituted, with effect from 1st July, 1928:—
326. Subject to provision being made by Parliament a sum of £82 shall be allowed annually for each training area, for the following services:—
(1) All medical examinations for the Australian Military and Cadet Forces within the training area with the exception of medical examinations—
(
a ) In excess of seven hundred persons per annum of those liable to be trained under Part XII. of theDefence Act 1903-18 to ascertain their medical fitness—(i) Prior to the commencement of Senior Cadet training in the year in which they reach the age of 17 years, and
(ii) Prior to the commencement of Citizen Force training in the year in which they reach the age of 18 years.

b ) Of candidates for the Royal Military College of Australia.(
c ) Of applicants for enlistment in the Permanent Military Forces.(2) Medical attendance on members of the Permanent Military and Air Forces and their wives and families residing in the area, in accordance with regulations for “medical attendance” with the exception of medical attendance on—
(
a ) Members of the Permanent Military and Air Forces in excess of 19 residing in the area.(
b ) Members of the Permanent Military and Air Forces and their wives and families residing in the area who are attended by a medical officer in charge of Permanent Troops.(
c ) Members of the Permanent Military and Air Forces and their wives and families who reside outside the radius of two miles from the Area Medical Officer’s residence.(3) Attendance of the Area Medical Officer as a member of any Medical Board on members of the Citizen Military or Air Forces or Cadets within the training area.
(4) Attendance not exceeding five visits in each case of illness of or injury to a member of the Citizen Forces and Cadets when such illness or injury has been contracted in the performance of military duty.
Any such case of illness or injury which requires more than five visits may be dealt with a special case and treated in a general hospital, if such is available or if practicable and more economical to the Department the member may continue to receive medical attendance from the Area Medical Officer under Regulation 327 (iii).
327. Subject to the provisions of Regulation 326, the Area Medical Officer shall be paid for the following services at the rates specified hereunder:—

328. When the Area Medical Officer fails to perform any of the duties required of him under Regulation 326 and local medical practitioners are employed to perform such duties, the additional expenditure which is thereby incurred may be deducted from the Area Medical Officer’s allowance.
329. When medical examinations necessitate the absence of the Area Medical Officer from his head-quarters overnight, travelling allowance at the rate and under the conditions prescribed in these Regulations may be paid to him and, in addition, necessary warrants for rail, steamer or meter omnibus transport may be supplied, provided that local practitioners shall be engaged by the Deputy Director of Medical Services in the District to carry out such medical examinations at a rate not exceeding two shillings and sixpence for each such examination if such would be more economical to the Department.
330. Medical examinations of recruits for units of the Citizen Military Forces raised in localities which are not places appointed for training under Part XII. of the Defence Act may be performed by local civil medical practitioners appointed by the Deputy Director of Medical Services in the District and the sum of two shillings and sixpence may be paid for each such examination.
331. Any officer of the Australian Army Medical Corps may be appointed to the position of Medical Officer of a training area (or of part of a training area) and be paid the amount, or proportion of the amount provided in Regulation 326, in addition to that allowed for other duties.
332. When more than one Area Medical Officer is appointed to a training area under Regulation 331, the amount allotted to the training area will be divided between the Area Medical Officers so appointed in the proportion the number allotted to each Medical Officer for examination bears to the total number liable for examination in the training area, provided that where a Medical Officer fails to examine the whole of those allotted to him, thus necessitating examination by another medical practitioner, there shall be deducted from such proportionate amount the sum of two shillings and sixpence for each member so examined by that other medical practitioner.
