1930. No. 49.

REGULATIONS UNDER THE DEFENCE ACT 1903-1927.

I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the following Regulations under the Defence Act 1903-1927, to come into operation forthwith, excepting Regulations 101 and 103, which shall come into operation as from 5th November, 1929.

Financial and Allowance Regulations for the Australian Military Forces and

Senior Cadets.

(Statutory Rules 1926, No. 211, as amended to this date.)

Amendments.

(i) Regulation 65 is amended by adding at the end of sub-paragraph (i) the following;—

“(d) Masters of Steamers, R.A.E., £5,”

(ii) Regulation 101 is amended as follows:—

(a) Delete the word “Recruits” and the figures opposite such word where twice occurring and the words “Trained Soldiers” where twice occurring.

(b) The footnote which reads “Half-day parades may be paid for at one-half, and night drills at one-quarter, of the above rates” is cancelled and the following substituted therefor:—

“Half-days may be paid for at one-half and night drills of a minimum duration of one and a half hours at one-quarter, and night drills of a minimum duration of two hours at one-third of the above rates.”

(iii) Regulation 108 is repealed.

(iv) Regulation 222 is amended by adding at the end thereof the following new sub-paragraph.—

“A Senior Cadet of the detachment of Senior Cadets affiliated with a Militia unit shall be deemed to be a member of such unit for the purposes of this regulation.”

 

(v) Cancel the last sub-paragraph of Regulation 291 which reads as follows:—

“In camps of training or instruction the daily issue for each officer or soldier and civilian attached to the camp shall not exceed pounds (6 lb.) of fuel wood in not less than 1-ft. billets”.

(vi) Add the following new Regulation 291A:—

“291A. In camps of training or schools of instruction, &c., the daily issue of fuel for cooking purposes for each officer or soldier and civilian on the ration strength shall not exceed six pounds (6 lb.) of fuel wood in not less than 1-ft. billets. If other fuel is drawn in lieu of wood the value of the fuel so drawn shall not exceed the value of the fuel wood that may be drawn under the authorized scale.”

(vii) Regulation 320a is amended as follows:—

(a) Sub-paragraph (iii) is repealed and the following new subparagraph (iii) is inserted, in its stead:—

“(iii) (a) The amounts received from the District Finance Officer shall he paid into each Corps Public Monies Banking Account to be used for the benefit of the troops as may be deemed desirable by a Unit Committee of Management appointed by the Commanding Officer.

(b) The Commanding Officer shall be responsible that the Committee conducts canteen business in a proper manner and shall have power to veto expenditure but shall have no power to authorize expenditure not approved by the Committee.”

(b) Add the following new sub-paragraph (iv)—

“(iv) The principle to be observed in the expenditure of Canteen Funds shall be that articles of equipment, furniture or clothing which are authorized Government issues are not to be purchased with Canteen Funds.”
