REGULATIONS UNDER THE DEFENCE ACT 1903-1927.
I, THE GOVERNOR-GENERAL in and over the Commonwealth of
Australia, acting with the advice of the Federal Executive Council, hereby make
the following Regulations under the Defence Act 1903-1927,
to come into operation forthwith.

Financial and Allowance Regulations for the Australian Military Forces
and Senior Cadets.
(Statutory Rules 1926, No. 211, as amended to this date.)
Amendments.
1. Paragraph (g) of
Regulation 208 is amended by adding at the end thereof the words “and personnel
required by the regulations to attend”.
2. Regulation 318 is cancelled.
3. Regulation 319 is re-numbered 318.
4. Insert the following new Regulation 319:—
“319. (a)
There shall be a Permanent Military Forces Messes and Institutes Fund
(hereinafter referred to as the fund).
(b) Upon
the closing down of a Permanent Forces Officers’ or Sergeants’ Mess or
Permanent Forces Military Institute the assets thereof shall be realized as
directed by the Military Board and after payment of all liabilities the surplus
if any will be paid into the fund and shall form part of the fund. The proceeds
of the surplus assets of any Permanent Force Officers’ or Sergeants’ Messes or
Permanent Forces Military Institutes which have already been closed shall be
paid into and form part of the fund.
(c) When
directed by the Military Board the Management of any Permanent Forces Officers’
or Sergeants’ Mess or of any Military Institute shall contribute to the fund
such portion of the net annual profits of such Mess or Institute not exceeding
five per centum as may be decided by the Military Board and such moneys when
received shall form part of the fund.

(d) The Fund shall be administered
as directed by the Military Board and applied as may be approved by the
Military Board for the following purposes:—
(1) To
provide advances of money to assist in the establishment of new Permanent
Forces Officers’ or Sergeants’ Messes or of new Permanent Forces Military
Institutes such advances to be repayable to the fund in the manner directed by
the Military Board;
(2) To assist
financially Permanent Forces Officers’ or Sergeants’ Messes or Permanent Forces
Military Institutes (where the membership is weak numerically) such assistance
to take the form of free grants of money or advances to be repaid as may be
approved by the Military Board:
(3) To
provide funds to be applied as may be approved by the Military Board to any
object of collective benefit to members of the Permanent Forces such as sports,
entertainments, competitions and the like.
(e) The
moneys of the Fund shall immediately upon receipt be paid into a branch of the
Commonwealth Savings Bank to an account entitled “The Permanent Military Forces
Messes and Institutes Fund” which shall be operated upon by signing and
countersigning officers to be appointed by the Military Board. The Military
Board may of any time cancel the appointment of either the signing or the
countersigning officer and make appointments in substitution. No moneys shall
be withdrawn from the account without the approval of the Military Board.
(f) A
Cash Book shall be kept by an officer appointed by the Military Board for the
purpose in which shall be recorded all monetary transactions of the fund and
all payments shall be supported by the proper acquittances.
(g) The monetary transactions of the fund shall be audited
at least once annually by an officer appointed by the Military Board.
