REGULATIONS UNDER THE DEFENCE ACT 1903–1915.

I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the following Regulations under the Defence Act 1903–1915 to come into operation forthwith.

Financial and Allowance Regulations for the Australian Military Forces and Senior Cadets, dated 14th February, 1917 (Statutory Rules, 1917, No. 31), are amended as follows, to take effect as from 1st July, 1917:—

(a)Sub-regulations (c) and (d) of Regulation 75 are cancelled.

(b) After Regulation 76 insert new Regulation 76a, as follows:—

“War Allowance.

76a. During the period of the war, an allowance equal to the difference between existing rates of pay (including the allowances mentioned in the second column of this Regulation) and the rates payable to corresponding ranks of the Australian Garrison Artillery on mobilization, as shown in the third column of this Regulation, may be paid to the following ranks :—

Rank.

Allowances to be included in determining existing Rate of Pay.

Minimum Rate payable per Diem.

Gunner, Trumpeter, Driver, Acting Bombardier, Saddler, Shoeing Smith, Fitter, or Wheeler..

Good Conduct Pay, Specialist, or Extra Duty Pay

5s., plus rations and quarters (married or single), and uniform

Bombardier..........................

Specialist or Extra Duty Pay, Lodging Allowance, or value of married quarters

8s. 6d., plus rations and uniform

Corporal..............................

 ” ” ”

9s., plus rations and uniform

Sergeant (including Farrier, Fitter, Wheeler, or Saddler Sergeant)

Provided that any Warrant or Non-commissioned Officer or man who may be occupying ‘single’ quarters in Barracks will continue to occupy same free of charge.

Any Warrant or Non-commissioned Officer or man who may, at the date of coming into force of this Regulation, be in receipt of a higher rate of pay (including the allowances specified in the second column above) than that shown in the third column shall continue to receive such higher rate provided that he continues to fulfil the conditions under which any such allowance was granted.”

(c) Re-number Regulations 81a, 81b, and 81c, as follows:—

81a to be 81b.

81b to be 81c.

81c to be 81d.

(d) After Regulation 81 insert new Regulation 81a, as follows:—

“War Allowance.

81a. During the period of the war, an allowance equal to the difference between existing rates of pay (including the allowances mentioned in the second column of this Regulation) and the rates payable to corresponding ranks of the Australian Garrison Artillery on mobilization, as shown in the third column of this Regulation, may be paid to the following ranks:—

(e) Regulation 81b (Central Flying School)—

(1) Before “Pay of Warrant Officers, Non-commissioned Officers, and men” insert the distinguishing letter “(a)”.

(2) Add new Sub-regulation “(b)” as follows:—

“War Allowance.

(b) During the period of the war, Warrant and Non-commissioned Officers and men of the Central Flying School Instructional Staff may, in addition to the rates provided above, be paid a War Allowance of 9d. per diem.”

(f) After Regulation 81d relative to Pay of Warrant and Non-commissioned Officers of the Australian Survey Corps, add the following:—

“War Allowance.

During the period of the war, Warrant and Non-commissioned Officers of the Australian Survey Corps may, in addition to the rates of pay provided above, be paid a War Allowance of 9d. per diem.”

(g) After Regulation 84. insert new Regulation 84a, as follows:—

“War Allowance.

84a. During the period of the war, an allowance equal to the difference between existing rates of pay (including the allowances mentioned in the second column of this Regulation) and the rates payable to corresponding ranks of the Australian Garrison Artillery on mobilization, as shown in the third column of this Regulation, may be paid to the following ranks

Rank.

Allowances to be included in determining existing Rate of Pay.

Minimum Rate payable per Diem.

Private, Driver, Saddler, or Shoeing-Smith

Good Conduct Pay, Special Duty Pay, and Corps Pay

5s., plus rations, quarters, (married or single), and uniform

the second column of this Regulation) and the rates payable to corresponding ranks of the Australian Garrison Artillery on mobilization, as shown in the third column of this Regulation, may be paid to the following ranks :—

(j) After Regulation 87b (Australian Army Veterinary Corps) add the following:—

“War Allowance.

During the period of the war, an allowance equal to the difference between existing rate of pay (including lodging allowance or value of married quarters) and the rate payable to equivalent ranks in the Australian Garrison Artillery on mobilization (plus rations and uniform) may be paid to Non-commissioned Officers of the Australian Army Veterinary Corps.”

(k) Regulation 93 is amended, as follows:—

Sub-regulation (a), delete “Notes (a)”.

After Sub-regulation (g) insert new Sub-regulation “(h)”, as under:—

“(h) During the period of the war, Warrant and Non-commissioned Officers of the Instructional Staff may, in addition to the rates provided above, be paid a War Allowance of 9d. per diem.”
