FINANCES ADJUSTMENT

(FURTHER PROVISIONS) ACT.

Act No. 64, 1932.

An Act to make further provision in relation to certain statutory endowments, bursaries, and scholarships; to provide for certain payments to the Consolidated Revenue from the County of Cumberland Main Roads Fund and the Country Main Roads Fund; to provide for the discontinuance of the Special Purposes (Revenue) Fund; to make further provision in relation to the rate of interest to be paid on certain debts to the Crown and to certain statutory bodies; to amend the University and University Colleges Act, 1900, the Library and Art Gallery Act, 1899, the Australian Museum Act, 1902, the Special Purposes (Revenue) Fund Act, 1928, the Sydney Corporation Act, 1932, and certain other Acts; and for purposes connected therewith. 1 . This Act may be cited as the " F i n a n c e s Adjust­

STATUTORY ENDOWMENTS, BURSARIES AND SCHOLARSHIPS.

3 . This P a r t of this Act shall be deemed to have commenced on the th i r t ie th day of June , one thousand nine hundred and thir ty-one.

4 . The amount of the annual endowments payable out of the Consolidated Revenue F u n d in pursuance of the enactments mentioned in the Schedule to this Act shall in the financial year commencing on the first day of Ju ly , one thousand nine hundred and thir ty-one, and in the financial yea r commencing on the first day of Ju ly , one thousand nine hundred and thir ty- two, be reduced by twenty pe r centum.

5 . The twelve thousand pounds remain ing unpaid a t the commencement of this P a r t of this Act in respect of the building endowment of Sancta Sophia Hal l may be paid by three annual ins ta lments of th ree thousand two hundred pounds and a final ins ta lment in the financial year commencing on the first day of Ju ly , one thousand nine hundred and thir ty-four, of two thousand four hundred pounds in lieu of by the ins ta lments provided for in section nineteen of the Sancta Sophia College Incorpora t ion Act, 1929-1932.

(1) The allowances to s tudents in t eachers ' colleges shall be reduced from the date of the payment of the seventh ins ta lment in the calendar year , one thousand nine hundred and thir ty-one, as follows:—

Allowances of eighty pounds pe r annum to sixty-

four pounds pe r a n n u m ;

Allowances of fifty pounds pe r annum to for ty

pounds per annum.

And from the da te of the payment of the sixth instal­

ment in the calendar year , one thousand nine hundred

a n d thir ty- two, as follows:—

Allowances of sixty-four pounds pe r annum to fifty-

two pounds per a n n u m ;

Allowances of for ty pounds per annum to twenty-

six pounds per annum.

Prov ided tha t the Minis ter may author ise the payment of any such allowance at a ra te in excess of tha t provided in this subsection if he is satisfied tha t special circum­ stances exist which w a r r a n t the payment of such increased

r a t e .

(2) The following scholarships a t the Univers i ty shall be reduced in the financial y e a r commencing on the first day of Ju ly , one thousand nine hundred and thir ty-one, and in the financial yea r commencing on the first day of Ju ly , one thousand nine hundred and th i r ty- two, as follows:—

The Alexander Scholarship from ninety pounds per

annum to eighty pounds pe r a n n u m ;

The River ina Scholarship from seventy-five pounds

per annum to sixty-five pounds pe r a n n u m ;
The W a r a d g e r y Scholarship from ninety pounds pe r

annum to eighty pounds pe r annum.

(3) (a) Bursa r i e s awarded under the provisions of the B u r s a r y Endowment Act, 1912, and tenable in secondary schools and at the Sydney Univers i ty shall be reduced dur ing the period extending from the first day of Ju ly , one thousand nine hundred and thirty-one, to t he thirty-first day of December, one thousand nine hund red and thir ty-one, as follows:—

Twelve pounds, plus text-books valued a t one pound
ten shillings, to ten pounds and no text-books ;
Eighteen pounds, plus text-books valued a t one pound

ten shillings, to fourteen pounds and no text­

books ;

Twenty pounds, plus t e x t b o o k s valued a t one pound

ten shillings, to sixteen pounds and no text­
books ;

Twenty-four pounds, plus text-books valued a t OIK; pound ten shillings, to nineteen pounds and no text-books;

Twenty-five pounds, plus text-books valued a t five
pounds, to twenty-two pounds and no text-books;
Th i r ty -pounds , plus text-books valued at one pound

ten shillings, to twenty-three pounds and no text­

books ;

F o r t y pounds, plus text-books valued a t one pound ten shillings, to thir ty-one pounds and no text­ books ;

F i f ty pounds, plus text-books valued at one pound

ten shillings, to thir ty-eight pounds and no text­

books.

Sixty-five pounds, plus text-books valued at five

pounds, to fifty pounds and no text-books.

(b) Such bursar ies shall, as from the first day

of J a n u a r y , one thousand nine hundred and thir ty-
two, and until the amounts specified in this p a r a g r a p h

a r e var ied by regulat ions made under the B u r s a r y En­ dowment Act, 1912, be a l tered to the extent here inaf ter

indicated, namely :—

Ten pounds to nine pounds twelve shi l l ings;

Four teen pounds to fourteen pounds eight shi l l ings;

Sixteen pounds—no a l te ra t ion ;

Nineteen

Nineteen pounds to nineteen pounds four shi l l ings ;

Twenty-two pounds to twenty p o u n d s ;
Twenty- three pounds to twenty-four p o u n d s ;
Thir ty-one pounds to th i r ty- two p o u n d s ;
Thir ty-e ight pounds to for ty p o u n d s ;
F i f ty pounds to fifty-two pounds .
P A R T I I I .
PAYMENTS FROM M A I N ROADS F U N D S .

(1) There shall be paid to the Colonial T r e a s u r e r from the County of Cumber land Main Roads F u n d for credit of the Consolidated Revenue Fund , dur ing the financial yea r commencing on the first day of Ju ly , one thousand nine hundred and thir ty- two, on a date to be determined by the Colonial T reasu re r , the sum of for ty- six thousand pounds.

(2) There shall be pa id to the Colonial T r e a s u r e r

from the Count ry Main Roads F u n d for credit of t he Consolidated Revenue F u n d , dur ing the financial y e a r commencing on the first day of Ju ly , one thousand nine hundred and thir ty- two, on a da te to be determined by the Colonial T reasu re r , the sum of one hundred and fifty-four thousand pounds .

P A R T IV.
DISCONTINUANCE OF SPECIAL PURPOSES ( R E V E N U E ) F U N D .

S . This P a r t of this Act shall be deemed to have com­ menced on the first day of Ju ly , one thousand nine hun­ dred and thir ty-one.

9 . (1) The Special Pu rpose s (Revenue) F u n d Act , 1928, is hereby amended by omit t ing sections three, four , five and seven thereof.

(2) Any reference to the Special Pu rpose s

(Revenue) F u n d in any Act, regulat ion or other ins t ru­ ment shall be construed as a reference to the Consolidated

Revenue Fund .

MISCELLANEOUS.

1 0 . The Fami ly Endowment Act, 1927-1932, as

amended by subsequent Acts , is amended by omit t ing
from section 12A the word and symbols "subsec t ion (1A) "
a n d by inser t ing in lieu thereof the words "subsec t ion
o n e . "

1 1 . The Finances Adjus tment Act, 1932, is amended by inser t ing next af ter subsection three of section three the following new subsection:—

(3A) W h e r e any debt to the Crown, to the W a t e r Conservat ion and I r r iga t ion Commission or to a P a s t u r e s Protec t ion Board is incurred after the thirty-first day of December, one thousand nine hundred and thir ty-two, under or by opera t ion of the Crown Lands Consolidation Act, 1913, the P a s t u r e s Pro tec t ion Act, 1912, the Wes t e rn Lands Act of 1901, the I r r iga t ion Act, 1912, or any Act amending any of such enactments , and such debt is to bear in teres t , the maximum ra te of such interes t shall be four pounds pe r centum per annum.

1 2 . The Sydney Corpora t ion Act, 1932, is amended

by inser t ing a t the end of subsection five of section one
hundred and eighteen the following p a r a g r a p h : —

F o r the purposes of this subsection and of any enactment replaced thereby every technical college and technical school established and conducted by or on behalf of the Crown or the Minister of Publ ic Ins t ruc t ion shall be and shall be deemed always to have been a school under the Public Ins t ruc t ion Act of 1880.
