1. This Ac t shall lake effect on the first day of March , one

thousand n ine hund red and live, and may be cited as the " Fert i l izers

Act , 1 9 0 1 . "

2. I n this Act , unless the contex t otherwise indicates ,—

" F e r t i l i z e r " means any manur e used or in tended to be used as
a fertilizer, not be ing stable m a n u r e , l ime, refuse from
fellmongerics, or other similar ar t ic les in their n a t u r a l s ta te .
" P r e s c r i b e d " means prescribed by regulat ions made in pur suance

of this Act .

3. The vendor of any fertilizer shall , on or before the del ivery of the fertilizers, furnish to the purchaser a s ta tement as to the n a t u r e and quant i t ies of the chemical cons t i tuents of such fertilizer in the form to be prescribed, and any person neglec t ing to so furnish such s ta tement , or furn ish ing an incorrect or false s ta tement , shall be deemed gui l ty of an offence against this Act, and shall be liable for t he first offence to a penal ty not exceeding t en pounds, and for any subsequent offence to a penal ty not exceeding twenty-five pounds, and in addit ion shall he liable to pay such costs and expenses as the cour t t r y ing the offence may award.

4. The Governor may m a k e regulat ions for ca r ry ing out the purposes of this Act . Such regulat ions shall be publ ished in the Gazet te , and shall t he reupon , but not sooner or otherwise, have t h e force of law. All regula t ions shall be laid before both Houses of P a r l i a m e n t wi th in fourteen days after publ icat ion as aforesaid, if
