I, Rear Admiral PETER ROSS SINCLAIR, Governor of the State of New South Wales, with the advice of the Executive Council, and in pursuance of section 2 of the Federation of Parents and Citizens Associations of South Wales Incorporation (Amendment) Act 1991, do, by this my Proclamation, appoint 15th November, 1991, as the day on which that Act commences.
