1. This matter came on for hearing before me at Sydney on the 13th day of February 2002. At the conclusion of the hearing I announced orally the decision of the Tribunal and the reasons for that decision.

1. Following the service upon him of the written decision of the Tribunal the Applicant pursuant to section 43(2A) of the Administrative Appeals Tribunal Act 1975 requested written reasons for the said decision. The reasons set out below are the reasons of the Tribunal.

1. At the said hearing the Applicant conceded that he had been given all documents in the custody of the Respondent relating to him and consented the decision under review being affirmed.
