His Excellency the Governor, with the advice of the Executive Council, has made the following
Regulation under the Environmental Planning and Assessment Act 1979.

Explanatory note
The object of this Regulation is to facilitate preparations for two upcoming major events (the Asian Football Confederation Asian Cup 2015 (the Asian Cup) and the International Cricket Council Cricket World Cup 2015 (the Cricket World Cup)) by excluding development for the purpose of either event from being development or an activity within the meaning of the Environmental Planning and Assessment Act 1979.
The Major Events Regulation 2010 declares the Asian Cup to be a major event for the period commencing 16 December 2014 until 2 February 2015 and declares the Cricket World Cup to be a major event for the period commencing 25 January 2015 until 30 March 2015.
This Regulation is made under the Environmental Planning and Assessment Act 1979, including the definition of development in section 4 (1), paragraph (k) of the definition of activity in section 110 (1) and section 157 (the general regulation-making power).

1 Name of Regulation
This Regulation is the Environmental Planning and Assessment Amendment (AFC
Asian Cup 2015 and ICC Cricket World Cup 2015) Regulation 2014.
2 Commencement
This Regulation commences on the day on which it is published on the NSW legislation website.
3 Amendment of Environmental Planning and Assessment Regulation 2000
Omit clause 288A. Insert instead:
288A Special provision for major events
(1) This clause applies to the following major events under the Major
Events Act 2009:
(a) the Asian Cup, Note. See clause 6 of the Major Events Regulation 2010 which declares the Asian Cup to be a major event and specifies that the declaration is in force from 16 December 2014 until 2 February 2015.
(b) the Cricket World Cup. Note. See clause 18 of the Major Events Regulation 2010 which declares the Cricket World Cup to be a major event and specifies that the declaration is in force from 25 January 2015 until 30 March 2015.
(2) Development for the purposes of a major event to which this clause applies during the period for which the declaration of the major event is in force:
(a) is not development for the purposes of the definition of development in section 4 (1) of the Act, and (b) is not an activity for the purposes of paragraph (k) of the definition of activity in section 110 (1) of the Act.
