I, THE GOVERNOR-GENERAL in and over the Commonwealth of Australia, acting with the advice of the Federal Executive Council, hereby make the following Regulations under the Naval Defence Act 1910–1912, to come into operation on and from the 4th August, 1914.

Regulations governing the Entry, Training, and Pay of Officers of the Royal Australian Naval Reserve.

(Statutory Rules 1916, No. 327.)

Amendments.

Regulation 5. After the word “Lieutenant” add “and Assistant Paymaster.”

Add new regulation 13a—

“13a. A Purser or Assistant Purser of a passenger ship who is not under 21 nor over 35 years of age shall be eligible for appointment as Assistant Paymaster, provided he has served at least three years as Purser or Assistant Purser of a passenger ship.

“Assistant Paymasters will be appointed on probation and will be confirmed in rank on completion of the first year’s training if recommended by the Commanding and Accountant Officers of the ship in which their training was performed.”

Regulation 18, For the words “Military Branch” substitute the words “Military and Accountant Branches”.

Regulation 20, After the word “Officers” and the words “of the Military Branch”.

After regulation 28, add—

Officers of the Accountant Branch.”

“28a. An Assistant Paymaster will be required, as soon as possible after and within twelve months of first appointment, to undergo 28 days’ training in one of H.M.A. ships; and 28 days’ training in each subsequent year until confirmed in rank.

“After confirmation in rank the period of training may be reduced to 14 days in each year or 28 days in alternate years.

“28b. Whilst under training afloat Accountant Officers will be regarded asforming part of the staff of the Accountant Officer of the ship, and every opportunity is to be taken of fully instructing them in practical duties of Accountant Officers in regard to Naval Accounts and payments, and in regard to the receipt, issue, care and preservation of provisions, clothing, and other stores on board H.M.A. ships.

“At the end of the course of training afloat a report in to be forwarded to the Naval Secretary as to the progress made by the Officer, stating date of discharge and giving details of the work on which he has been employed, and also whether be displays the qualities expected of gentlemen filling the position of Commissioned-Officers in H.M. Fleet. If the Officer is on probation it should be stated whether be is recommended for confirmation in rank.”

Before regulation 29 add heading—

“Warrant Engineers.”

Add new regulation 31a—

“31a. Regulations 21(3), 24, 25, 20, 27(2), and 28 shall apply to Officers of all Branches.”

Regulation 38. After the number “57” add “and 59a.”

Regulation 40. After the word “Lieutenants” (in two places) add the words “and Paymasters”. After the word “Sub-Lieutenants” add the words “and Assistant Paymasters”.

Add new regulation 52a—

“52a. Officers of the Accountant Branch will not be entitled to Training Fees or Retainers”.

Regulation 53. After the word “Lieutenants” add the words “and Paymasters.” After the word “Sub-Lieutenants” add the words “and Assistant Paymasters”.

Add new regulation 59a—

“59a. An Assistant Paymaster who has satisfactorily completed all training required by the Regulations shall be eligible for promotion to Paymaster on attaining four years’ seniority.”

Regulation 60. Add—

“and, if eligible, may be placed on the Retired List at the discretion of the Naval Board.”

“The qualifications for Retired rank shall be as laid down for the British Royal Naval Reserve,”

Regulation 62. After the word “Lieutenants” add the words “and Paymasters”. After the word “Sub-Lieutenants” add the words “and Assistant Paymasters”.

Regulation 62. clause (2). Add the words “Paymasters as Staff Paymasters”.

Add new regulation 66a—

“66a. An Officer of the Accountant Branch who leaves the Active List for any reason before the completion of 10 years’ service will be called upon to resign his Commission.

“A Probationary Assistant Paymaster who attains four years’ seniority or completes three periods of training without qualifying for confirmation in rank will cease to belong to the Reserve and his probationary appointment will be terminated”.

Regulation 60. After the word “Commander” add the words “or of the Accountant Branch”.

Add new regulation 66b—

“66b. An Officer of the Accountant Branch who ceases to be employed on Accountant duties or who accepts a position of employment which, in the opinion of the Naval Board, is not compatible with his rank shall be required to resign his commission.”

Regulation 75, In clause (a)For the words “Military Branch” substitute the words “Military and Accountant Branches”, In clause (c) after the word “Officers” add the words “of the Military Branch”.

Add new classes (c)—

“(c)Accountant Officers must have completed all training required by the Regulations, unless they have been excused by the Naval Board under the terms of regulation 28.”
