WH E R E A S , cer ta in proposed Pub l i c Work, n a m e l y : — " C e r t a i n I m p r o v e ­
p u r s u a n t to t he " P u b l i c W o r k s A c t of 1888 , " a
m e n t s to t h e E n t r a n c e of t he R i c h m o n d River , as per p lans of Sir
J o h n Coode," was, on t h e twen ty - th i rd day of J u l y , in t he year
one thousand e igh t h u n d r e d a n d e ighty-e ight , du ly submi t ted and

expla ined b y t h e Secretary for Pub l i c W o r k s in t he Legis la t ive Assembly, and such work was the reupon referred, on t h e mot ion of t h e said Minis ter , to t h e P a r l i a m e n t a r y S tand ing Commit tee on Publ ic

W o r k s , which Commi t t ee repor ted thereon to t h e said Assembly
p u r s u a n t to t he said A c t ; A n d whereas on t h e e igh th day of May ,
in the year one thousand e ight h u n d r e d and n ine ty , t he said Assembly
b y resolut ion declared " t h a t i t is expedient t h a t t h e I m p r o v e m e n t s
to the E n t r a n c e of t h e R i c h m o n d River , as referred by the Legis la t ive
Assembly to t h e Pa r l i amen ta ry S tand ing Commi t t ee on Pub l i c W o r k s ,

wi th such of t h e modifications recommended b y the said Commit tee as t h i s H o u s e m a y hereafter de t e rmine , " be carried out ; A n d t h e said

resolut ion was notified in t h e Gazette on t h e t h i r t e en th day of May, in

t h e said y e a r ; Be i t therefore enacted by the Queen ' s Mos t Exce l l en t Majesty , by a n d wi th t he advice and consent of t h e Legislat ive Counci l and Legislat ive Assembly of N e w South Wales in Par l i ament assembled, a n d by t h e au tho r i t y of t h e same, as follows :—

1. This A c t m a y be cited as t h e " E n t r a n c e to R i c h m o n d River
I m p r o v e m e n t s A c t of 1 8 9 0 , " and shall be read w i t h t h e " P u b l i c
W o r k s A c t of 1 8 8 8 . "
2. The Pub l i c W o r k more par t i cu la r ly described in the Schedule
to th is A c t shall be carried out by t h e Secretary for Pub l i c W o r k s , or
t h e M e m b e r of t h e Execu t i ve Council for t h e t ime being charged with
t h e dut ies of t h e said Minis ter . A n d such Minis te r or M e m b e r
shall for t h e purposes of th is A c t and t h e " P u b l i c W o r k s A c t of

1 8 8 8 " be deemed and t a k e n to be t he " C o n s t r u c t i n g A u t h o r i t y " author ized to en te r in to contrac ts , and to exercise all powers, do al l acts and th ings , and be responsible in respect of al l obligations a n d liabilities which can be done or incurred by a " Cons t ruc t ing A u t h o r i t y " u n d e r or p u r s u a n t to th is A c t or the said Pub l ic W o r k s Act, so far as m a y be necessary for t h e ca r ry ing out of t he work hereby sanctioned. T h e p l an of such work hereinaf ter referred to is t he p lan m a r k e d

" E n t r a n c e to R i c h m o n d River I m p r o v e m e n t s , " signed by t h e Secretary
for Pub l i c W o r k s , and counters igned b y t h e Engineer- in-Chief for
H a r b o u r s and Rivers , a n d deposited in t h e office of t he Secretary for
Pub l i c W o r k s .
3 . The cost of ca r ry ing out t he work hereby sanct ioned,
es t imated a t t h e s u m of th ree hund red and fifty-six thousand th ree
h u n d r e d a n d fifty pounds , shal l be defrayed from such L o a n Votes as

are noAV or m a y hereafter be applicable there to .

S C H E D U L E .

Improvements to the Entrance of the Richmond River, in the counties of lions and

Richmond.

1. The const ruct ion of a breakwater , commencing on the no r the rn side of t h e

en t r ance to the Richmond River, a t a point called Pi lot Point , and extending in a south­ eas ter ly direct ion a d is tance of two thousand feet, and marked " N o r t h B r e a k w a t e r " on p lan .

2 . The construct ion of an extension of t he above-described n o r t h b reakwate r in
t he same direction, a fur ther distance of two thousand feet, and marked " Extens ion of
N o r t h B r e a k w a t e r " on plan.
3. The cons t ruc t ion of a t ra in ing bank on t h e sou the rn side of t he en t r ance to

t h e Richmond River , commencing a t a point on t he foreshore of a reserve nea r t he foot of Cook-street , in t h e village of Sou th Bal l ina , and ex tend ing thence in a nor the r ly direct ion a dis tance of four thousand five hundred feet, and marked " South Tra in ing Bonk " on p lan .

4. The construct ion of a breakwater , commencing at t he n o r t h e r n ex t reme of t he

above-described South Tra in ing Bank and ex tend ing on a curved l ine in an eas ter ly
direct ion a distance of two thousand feet , and marked " South Breakwate r " on plan.

5. The construct ion of an extension of t h e above-described south breakwater in a south-eas ter ly direction a fur ther distance of two thousand feet, and marked " Extens ion of South Breakwa te r " on plan.

G. The cons t ruc t ion of a bank on the northern side of t he en t rance to the Rich­ mond River, a t t h e confluence of the N o r t h Creek and Richmond River, commencing a t a po in t nea r t he foot of Fox-street, West Ballina, ex tending in a south-easter ly direction a distance of two thousand feet, and marked " Guide B a n k " on plan.
