Regulations for the Employment of Persons in a Civil Capacity in connexion with the department ofdefence under Section 63 Sub-sections 1 and 2 of the Defence Act.

advice of the Federal Executive Council, hereby make the following Regulations
under the

23. (1) Overtime shall be paid for of the rate of time and a half based on a day of eight hours, provided that not less than One shilling and sixpence per hour shall be paid. For the purpose of ascertaining the hourly payment for overtime, the yearly salary shall be divided by 313, and the result multiplied by 3-16ths. A fraction of a penny in the hourly rate shall not be regarded in computing overtime payment unless it exceeds a halfpenny, when one penny shall be allowed in lieu of the fraction. Overtime shall be calculated to the nearest quarter of an hour in the total amount of time claimed.
Cancel Regulation 90 (2) andsubstitute the following:—(2) A temporary employee leaving of his own accord, or about to be discharged through no fault of his own shall be entitled to receive payment for recreation leave due under this Regulation.
Cancel Regulation 91 andsubstitute the following:—91. Where not inconsistent with Regulations 83 to 90 and exclusive of Regulations 27 and 28, the word employee in these Regulations shall be read to include temporary employees.

(2) In the Fifth Class, £60 is to be paid if under 18 years of age at entrance.
(3) The salaries following shall be paid to junior officers 18 years of age and over when they enter the Service in the Clerical Division in Class 5, until they reach the age of 21 years:—

Provided that those entering after 17 years of age shall be classified as if they entered at the minimum salary of £60 per annum, and had received the salaries payable under this award to officers who enter at the minimum of £60.
101. (1) Officers in the Fifth Class, Clerical Division, at whatever age they enter the Service, when they shall have attained the age of 21 years shall, if single, be paid a salary of not less than £126.
(2) Officers in the Fifth Class, Clerical Division, after they attain the age of 21, shall, if married, be paid a salary of not less than £150 per annum.
(3) Every officer in the Clerical Division, Fifth Class, shall be advanced, after twelve months, to the next higher subdivision, provided that such advancement has been approved by the Secretary upon report from the chief officer as to conduct, diligence, and general efficiency of the officer.
Further provided that every officer who enters the Service after 18 years of age, and who shall receive the salary of £126 a year solely because he is 21 years of age, or the salary of £150 solely because he is over 21 years of age and married, shall only be advanced (if entitled to increments) to the next higher sub-division each year after having reached £126 or £150, as the case may be, for twelve months, until he receives £156 a year. No further advancement shall be granted until he would, in the ordinary course as an efficient officer, have become entitled to more than £156 a year if he had advanced through the subdivision of Class Five and had remained unmarried. This condition is without prejudice at any time for special efficiency, good conduct, and diligence.
(4) The salary of £126 or £150, as the case may be, shall be payable from the first day of the month succeeding the date upon which an officer attains the age of 21 years or marries. Provided, however, that where an officer marries while in receipt of £138 per annum, he shall be advanced to £156 twelve months after he has received £138.
102. An officer of the Fifth Class required to work away from home during the first two years of his appointment, shall be paid an allowance sufficient to make his total salary and allowance up to £84 a year.
103. Except in the cases of persons appointed under Regulation 111, all new appointments to the Clerical Division shall be made to the First Subdivision of the Fifth Class.

Notwithstanding anything contained in these Regulations any award made by or
agreement filed in the Commonwealth Court of Conciliation and Arbitration, in
