Electricity Safety Act 1998
Electricity Safety (Registration and Licensing) Amendment Regulations 2022
The Lieutenant-Governor as the Governor's deputy, with the advice of the Executive Council, makes the following Regulations:

1Objectives
The objectives of these Regulations are—
(a)to prescribe a new class of electrical inspection work that requires a licence; and
(b)to provide that Energy Safe Victoria may impose specified conditions on certain licences.
2Authorising provisions
These Regulations are made under sections 156 and 157 of the Electricity Safety Act 1998.
3Commencement
(1)These Regulations, except regulation 7(1), come into operation on 5 October 2022.
(2)Regulation 7(1) comes into operation on 5 April 2024.
4Principal Regulations
In these Regulations, the Electricity Safety (Registration and Licensing) Regulations 2020[1] are called the Principal Regulations.
5Definitions
In regulation 4 of the Principal Regulations insert the following definitions—
"battery system means a battery or battery energy storage system that has—
(a)a nominal operating voltage exceeding 12 volts direct current; and
(b)an individual or combined rated storage capacity equal to or greater than one kilowatt hour;
stand-alone power system means an electricity generation system connected to an electrical installation that is not connected to an electricity supplier's supply network;".
6Electrical inspector's licence
After regulation 29(1) of the Principal Regulations insert—
"(1A)If Energy Safe Victoria is satisfied that a person has demonstrated qualifications, experience, competence and proficiency in some of the electrical inspection work in a class referred to in subregulation (1), Energy Safe Victoria, by condition imposed on the licence, may specify the types of electrical inspection work that the person may carry out under the licence.".
7Specified classes of electrical inspection work
(1)In Schedule 2 to the Principal Regulations, in Part A, in the entry relating to class G in the table, for paragraph (iii) substitute—
"(iii)class RE; and
(iv)electric fences intended primarily for the control or containment of animals.".
(2)In Schedule 2 to the Principal Regulations, in Part A, after the entry relating to class G in the table insert—
| "RE | Electrical installations that are— (i) electricity generation systems including any wiring systems, switchgear, controlgear or accessories installed to provide control or protection to those generation systems (excluding stand-alone power systems with a power rating that is less than 500 voltamperes); or (ii) a battery system including any associated wiring systems, switchgear, controlgear and accessories.". |
8Required qualifications, proficiency and experience in electrical inspection work
In Schedule 2 to the Principal Regulations, in Part B, after the entry relating to class G in the table insert—
| "RE | 1 Has the qualifications, proficiency and experience for the person to be issued a licence to carry out class G electrical inspection work under regulation 29. |
| 2 A detailed understanding of safety in electricity generation systems and battery systems. | |
| 3 Testing methods for electricity generation systems and battery systems. | |
| 4 The requirements of the Regulations relating to electricity generation systems and battery systems.". |
