His Excellency the Governor, with the advice of the Executive Council, has made the following Regulation under the Electricity Safety Act 1945.

Explanatory note

Currently the Electricity Safety (Electrical Installations) Regulation 1998 prescribes an Australian standard (known as the SAA Wiring Rules) with which installation work must comply. The object of this Regulation is to update that standard.

This Regulation adopts instead the Australian and New Zealand Standard AS/NZS 3000:2000 Electrical Installations (known as the Australian/New Zealand Wiring Rules) as in force for the time being, published jointly by Standards Australia and Standards New Zealand.

A consequential amendment is also made to the 1998 Regulation to omit clause 10 (h) which refers to a specific provision of the SAA Wiring Rules that is no longer applicable under the new standard.

A transitional provision is included which allows compliance with the SAA
Wiring Rules until 1 June 2000.
This Regulation is made under the Electricity Safety Act 1945, including section

37 (the general regulation-making power).

1      Name of Regulation

This Regulation is the Electricity Safety (Electrical Installations)

Amendment (Wiring Rules) Regulation 1999.

2 Amendment of Electricity Safety (Electrical Installations)

Regulation 1998

The Electricity Safety (Electrical Installations) Regulation 1998 is amended as set out in Schedule 1.

Omit “SAA Wiring Rules” wherever occurring.
Insert instead “Australian/New Zealand Wiring Rules”.

Insert in alphabetical order:

Australian/New Zealand Wiring Rules means Australian and New Zealand Standard AS/NZS 3000:2000 Electrical Installations (known as the Australian/New Zealand Wiring Rules), as in force for the time being, published jointly by Standards Australia and Standards New Zealand.

In this clause, SAA Wiring Rules means Australian Standard AS 3000, Electrical Installations—Buildings, Structures and Premises, as in force immediately before the commencement of the Electricity Safety (Electrical Installations) Amendment (Wiring Rules) Regulation 2000.
