Amendment Regulation 1996

Electricity Safety Act 1945
His Excellency the Governor, with the advice of the Executive Council, has made the following Regulation under the Electricity Safety Act 1945.

Explanatory note
The object of this Regulation is to relax certain requirements relating to the performance, inspection and notification of electrical installation work and to make other minor changes to the Electricity (Installation Safety) Regulation 1992. In particular, this Regulation provides:
(a)
that extra low voltage work is no longer excluded from the definition of consumer’s installation, the result being that the existing installation safety requirements and standards will be extended to the carrying out of such work—see Schedule 1 [l], and
(b)
that installation work is allowed to be tested by the person (whether or not an electrical contractor) who carried out the installation work so long as that person is qualified to carry out the test—see Schedule 1 [2], and
(c)
that the permission of the electricity supply authority for the area concerned is not required before a person connects electrical installation work to the electricity supply in the area if the installation work only involves the repair of a consumer’s mains or the alteration or repair of (or additions to) a main switchboard—see Schedule 1 [3], and

Explanatory note
| (d) | that the carrying out of, and testing of, essentially minor installation work (eg repair) associated with wiring and switchgear/switchboard equipment is not required to be notified to the electricity supply authority for the area concerned—see Schedule 1 [4] and [5], and |
| (e) | that certain minor installation work associated with a consumer's mains (eg disconnection or reconnection) or with a main switchboard does not have to be inspected by an electricity supply authority—see Schedule I [6]. |
This Regulation is made under the Electricity Safety Act 1945 including section 37 (the general regulation making power, in particular section 37 (2)
(j)).

[1] Clause 5 Definitions
Omit paragraph (c) of the definition of consumer's installation.
[2] Clause 11 Test
Omit "installing contractor" from clause 11 (2) (a) . Insert instead "person or installing contractor".

Clause 12 Connection of installation work
Omit clause 12 (2). Insert instead:
(2) I n addition, a person must not, without the permission of the electricity supply authority which supplies the area, connect to the supply in the area any installation work:
(a) associated with the installation, addition, alteration, disconnection, reconnection or replacement of a consumer's mains (unless the work only consists of the repair of a consumer's mains), or
(b) associated with the installation, disconnection, reconnection or replacement of a main switchboard (unless the work only consists of the alteration or repair of, or additions to, a main switchboard and its associated equipment), or (c) forming part of a consumer's high voltage installation, or (d) located in a hazardous area.
[4] Clause 13 Notification of installation work
Omit clause 13 (4) (a) . Insert instead:
(a) that relates only to the disconnection. reconnection, replacement or repair of:
(i) appliances, switches, lighting points or socket-outlets without an increase in their number or the electrical load imposed by them, or
(ii) switchgear or switchboard equipment (so long as any such replacement equipment has the appropriate current and performance ratings as is required at the point of installation), or
(iii) wiring or switchboard wiring (so long as any such replacement wiring has the appropriate current. insulation and performance ratings as is required at the point of installation). or

Omit clause 14 (4) (a). Insert instead:
(a ) that relates only to the disconnection. reconnection, replacement or repair of:
(i) appliances, switches, lighting points or socket-outlets without an increase in their number or the electrical load imposed by them, or
(ii) switchgear or switchboard equipment (so long as any such replacement equipment has the appropriate current and performance ratings as is required at the point of installation), or
(iii) wiring or switchboard wiring (so long as any such replacement wiring has the appropriate current, insulation and performance ratings as is required at the point of installation), or

Omit clause 15 (1). Insert instead:
(1 ) This clause applies only to installation work:
(a) associated with the installation, addition, alteration or replacement of a consumer's mains (unless the work only consists of the disconnection. reconnection or repair of a consumer's mains). or (b) associated with the installation, disconnection. reconnection or replacement of a main switchboard (unless the work only consists of the alteration or repair of or additions to, a main switchboard and its associated equipment), or ( c ) forming part of a consumer's high voltage installation, or (d) located in a hazardous area
