Electoral and Referendum Regulations 1919 (Amendment) (Cth)
STATUTORY RULES.
REGULATIONS UNDER THE COMMONWEALTH ELECTORAL ACT 1918-1919 AND REFERENDUM (CONSTITUTION ALTERATION) ACT 1906-1919.

advice of the Federal Executive Council, hereby make the following Regulations
under the

Amendment of the Electoral and Referendum Regulations.
(Statutory Rules 1919, No. 57, as amended by Statutory Rules 1919, Nos. 229 and 260.)
1. The Electoral and Referendum Regulations are amended by inserting, in Division 2 of Part III. thereof, after regulation 45, the following regulations:—
“45a. The Assistant Returning Officer in the Northern Territory shall, subject to the control of the Divisional Returning Officer for the Division in respect of which he is appointed, have all the powers of a Divisional Returning Officer in relation to Voting by Post.”
“45b.—(1.) Subject to this regulation, the application by a person in the Northern Territory for a postal vote certificate and postal ballot-paper may be in accordance with Form 122 and the postal vote certificate may be in accordance with Form 23.
“(2.) In relation to voting by post in the Northern Territory, Form 22 shall be amended—
(
a ) by adding at the end of the first paragraph of the headnote thereto the words ‘or, where the application is made by an elector who is in the Northern Territory, to: the Assistant Returning Officer at Darwin in that Territory.’;(
b ) by adding at the end of the second paragraph of the headnote thereto the words ‘or, where the elector votes by post in the Northern. Territory, by the Assistant Returning Officer at Darwin in that Territory’;(
c ) by omitting the marginal note ‘(1) here insert name of Division to which application is being sent’;(
d ) by omitting the words ‘To the Divisional Returning Officer for the Electoral Division of (1.)’ and inserting in their stead the words ‘To the Assistant Returning Officer in the Northern Territory, Darwin’; and(
e ) by omitting the words ‘Initials of the Divisional Returning Officer for the Division of’ and inserting in their stead the words ‘Initials of the Assistant Returning Officer in the Northern Territory, Darwin’,
and Form 23 shall be amended—
(i) by omitting therefrom the words ‘Divisional Returning Officer for the Electoral Division of’ and inserting in their stead the words ‘Assistant Returning Officer in the Northern Territory, Darwin’; and
(ii) by omitting from Notes 1 and 2 the word ‘Divisional’ and inserting in its stead the word ‘Assistant’.”
2. The Electoral and Referendum Regulations are amended by omitting from the Schedule thereto Form C (Ballot-paper) and Form C (Special Form of Ballot-paper).
3. The Electoral and Referendum Regulations are amended by omitting from Form 25a in the Schedule the words “—Special Form”.
4. Regulation 16 of the Statutory Rule 1919, No. 260, is amended by omitting the word and figures “and 24” and inserting in their stead the figures and word “, 24 and 25”.
5. Statutory Rules 1919, No. 260, is amended by inserting before Form 38 the words “22. The Electoral and Referendum Regulations are amended by adding at the end of the Schedule the following Form:—”.
