s1 2 s4 Education (Senior Secondary School Studies) Amendment (No. 1) No. 27, 1997 ˙ Short title 1. This regulation may be cited as the Education (Senior Secondary School Studies) Amendment Regulation (No. 1) 1997 . ˙ Commencement 2. This regulation commences on 14 February 1997. ˙ Regulation amended 3. This regulation amends the Education(SeniorSecondarySchoolStudies) Regulation 1989 . ˙ Replacement of s 2 (Meaning of “principal”) 4. Section 2— omit, insert— ˙ ‘ Definitions ‘ 2. In this regulation— “assessing school” means a school at which senior secondary education is offered and the students are assessed for either or both of the following— (a) board subjects under procedures decided by the board; (b) board registered subjects for which work programs have been approved by the board. “completion” , of year 12 by a full-time student, means the student attends school in year 12 until and including— (a) if the first Monday of the December student vacation in the year is not more than 9 days before Christmas day—the Friday of the fifth last week before the vacation starts; or (b) if the first Monday of the December student vacation is more than 9 days before Christmas day—the Friday of the fourth last week before the vacation starts.
s5 3 s5 Education (Senior Secondary School Studies) Amendment (No. 1) No. 27, 1997 “December student vacation” , in a year, means the student vacation to be observed in a State school starting in December in the year, but not including an additional holiday, under the Education(GeneralProvisions) Act 1989 . 1 “level of achievement” , for a board subject, board registered subject or strand of a board registered subject, means any of the following— • very high achievement • high achievement • sound achievement • limited achievement • very limited achievement. “principal” means the person in charge of a school. “Vocational Education, Training and Employment Commission” see VocationalEducation,TrainingandEmploymentAct1991 , section 6.’. ˙ Omission of pt 2 (Membership of the board) 5. Part 2— omit. 1 The Education (General Provisions) Regulation 1989 , section 17 provides as follows— ‘ Student vacations ‘ 17. Student vacations to be observed in a State school shall be those days as approved from time to time by the Minister and published on calendars in the Education Office gazette.’. The Education(GeneralProvisions)Regulation1989 , section 18(b) provides for additional holidays that must be observed in State schools including ‘holidays granted by the Governor-General, the Governor, the Premier, the Minister for Education, and other Ministers’.
s6 4 s6 Education (Senior Secondary School Studies) Amendment (No. 1) No. 27, 1997 ˙ Replacement of ss 6 and 7 6. Sections 6 and 7— omit, insert— ˙ ‘ Principal of assessing school to give assessment results to board ‘ 4.(1) The principal of an assessing school must give the board the results of assessments of the school’s students for— (a) board subjects if the assessments were made under procedures decided by the board; and (b) board registered subjects if the work programs were approved by the board; and (c) recorded subjects. ‘ (2) The results must be given to the board at the time, and in the way, decided by the board. ˙ ‘ Senior certificates to be awarded to students completing year 12 in full-time schooling ‘ 5.(1) The board must award a senior certificate to a student who completes year 12 in full-time schooling at an assessing school. ‘ (2) However, the board must not award a senior certificate to a student if the principal of the assessing school attended by the student advises the board the student’s attendance has been insufficient to allow the student to substantially cover the subjects enrolled for, and to be assessed adequately on the subjects, unless the board— (a) reviews the principal’s advice; and (b) is satisfied the student has substantially covered the subjects enrolled for and has been adequately assessed. ‘ (3) The senior certificate must be based on the following assessments given to the board under section 4— (a) for a board subject or board registered subject—assessments of the student by the assessing school at which the student completes year 12;
s6 5 s6 Education (Senior Secondary School Studies) Amendment (No. 1) No. 27, 1997 (b) for a recorded subject—assessments of the student by the school through which the student undertakes the schooling or the educational institution responsible for assessment of the subject. ‘ (4) For each board subject or board registered subject, the certificate must state— (a) the number of semester units studied by the student in years 11 and 12; and (b) if the subject has vocational education components—the components; and (c) the level of achievement reached by the student in the subject; and (d) for each board registered subject in which separate strands of the subject are assessed—the level of achievement reached by the student in each strand. ‘ (5) For each recorded subject, the certificate must state— (a) the name of the subject; and (b) information about the assessment of the student for the subject by the relevant school or institution, that the board decides is necessary. ˙ ‘ Senior certificates may be awarded to students completing year 12 other than in full-time schooling ‘ 6.(1) The board may award a senior certificate to a student who completes senior secondary education other than by full-time schooling. ‘ (2) The certificate must be based on assessments by educational institutions— (a) that assess students for board subjects under procedures decided by the board; and (b) through which the student undertakes the schooling. ‘ (3) For each board subject or board registered subject, the certificate must state— (a) the number of semester units studied by the student; and
s6 6 s6 Education (Senior Secondary School Studies) Amendment (No. 1) No. 27, 1997 (b) if the subject has vocational education components—the components; and (c) the level of achievement reached by the student in the subject; and (d) for each board registered subject in which separate strands of the subject are assessed—the level of achievement reached by the student in each strand. ‘ (4) For each recorded subject, the certificate must state— (a) the name of the subject; and (b) information about the assessment of the student for the subject by the relevant school or institution, that the board decides is necessary. ˙ ‘ Senior certificates to be awarded to certain students completing external senior examinations ‘ 7.(1) The board must make an external examination available each year for the following— (a) students undertaking senior secondary education other than by full-time schooling; (b) students undertaking senior secondary education by full-time schooling if the board is satisfied the student may, under a by-law, 2 be a candidate for the examination. ‘ (2) The board must award senior certificates to the students based on their results in the examination. ‘ (3) The certificate must state the level of achievement reached by a student in each subject for which the student has been examined.’. 2 The Education (Senior Secondary School Studies) By-law 1989 , section 5(1) provides that a student undertaking year 12 studies by full-time schooling may be a candidate at the appropriate examination if the board is satisfied as follows— ‘(a) the student has transferred from 1 school to another and is unable at the other school to complete previously commenced studies in any 1 or more subjects; or (b) the student for good and sufficient reason is unable to undertake the study of any 1 or more subjects at that school.’.
s7 7 s8 Education (Senior Secondary School Studies) Amendment (No. 1) No. 27, 1997 ˙ Amendment of s 9 (Moderation committee) 7. Section 9, ‘executive officer’— omit, insert— ‘director’. ˙ Amendment of s 10 (Subject advisory committee) 8.(1) Section 10 (2)(d)— omit, insert— ‘(d) 1 person nominated under subsection (3) who, at the time of appointment by the board, is a parent of a student currently attending year 11 or 12 at a State educational institution or other school in Queensland; and’. (2) Section 10 (2)(h)— omit, insert— ‘(h) 1 person nominated by an industry association recognised by the board as having expertise in the subject or group of subjects for which the committee is appointed and whose nomination is approved by the board; and (i) other persons appointed by the board because the board considers the persons have expertise in the subject or group of subjects for which the committee is appointed or would otherwise contribute to the committee’s work.’. (3) After section 10(2)— insert— ‘ (3) The chairperson of the board must arrange for meetings of representatives of the following entities to nominate persons for subject advisory committees— (a) Queensland Council of Parents and Citizens’ Associations Incorporated; (b) Federation of Parents and Friends Associations of Catholic Schools, Queensland;
s 9 8 s 10 Education (Senior Secondary School Studies) Amendment (No. 1) No. 27, 1997 (c) Independent Parents and Friends Council of Queensland. ‘ (4) The meeting may be by telephone, closed circuit television or another form of communication. ‘ (5) Also, before the board recognises an industry association as mentioned in subsection (2)(h), the board must consult with the Vocational Education, Training and Employment Commission.’. ˙ Amendment of s 13 (Term of appointment of committee members) 9.(1) Section 13(2), from ‘, except as otherwise’— omit. (2) Section 13— insert— ‘ (3) However, the instrument appointing a member of a subject advisory committee may provide the member is appointed for a stated period of less than 4 years.’. ˙ Insertion of new s 16A 10. After section 16— insert— ˙ ‘ Subject advisory committees to be abolished and members to go out of office ‘ 16A.(1) Each subject advisory committee in existence immediately before the commencement of this section is abolished. ‘ (2) The members of each subject advisory committee immediately before the commencement of this section go out of office.’.
