The Parliament of Victoria enacts as follows:

1. Purpose

The purpose of this Act is to amend the Education Act 1958 with respect to the regulation-making powers in the Act.

2. Commencement

This Act comes into operation on the day on which it receives the Royal Assent.

(b)	may differ according to differences in time, place or circumstances;
(c)	may confer a discretionary authority or impose a duty on, or leave any matter to be determined or approved by, a specified person or class of persons.".
