HIS HONOUR:   On 30 May 2002 Justice Callinan in Chambers directed the Registrar to refuse to issue a proceeding brought by Mr Waldemar Dudzinski without leave of a Justice.  Subsequently Mr Dudzinski applied for leave and the matter came before me.

Having considered the matter on the papers, I refuse the application for leave to issue the proceeding.  I publish my reasons.
