1. The issues raised by the application for special leave concern matters of practice and procedure in relation to which the applicable principles are settled. No issue of general importance arises. In addition, the foreshadowed appeal has insufficient prospects of success to warrant the grant of special leave to appeal. The application should be dismissed.
