3, The C'ornmisSiowr and the Water Conser~ancy Board of the |
District No. l;m~pectively, shall, with respect or in relation to the said wabertvorks, and in all matters connected therewith, have all the powers, authorities, privllegea, duties, and imdanities vested in the Commissioner and Boards respectively, under and by virtue of The Water Conservation Act, 1886," and ':The Water Conser- vation Amendment Act, 1889 "; and the said Acts shall be incor- porated and construed herewith as if forming one Act, with the following additions :- |
I.
All lands situated within the boundaries of the said district, except lands belonging to the Crown, and not lawfully contractedto be granted to any person in fee simple or leased, shall be ratable property within the meaning of

11. Rates may from time to time be declared and enforced inrespect of all property ratable subject to this Act, without
' the consent of the ratepayers, up to such amount as
shall Le necessmy to provide for the payment of interest in
terms of section 16 of The Water Conservation Amend-
ment Act, 1889," on the amount expended in and
incidental to the construction of all waterworks which now
are or hereafter
may be within the said district, and toprovide for the maintenance and working expenses in
connection with such works.
4. Notwithstanding anything to the contrary contained in section

10 of 66'I'he Water Conservation Act, 1886," the water district known as "The Wilmington Water District," constituted under " The Waterworks Act, 1882," may be abolished as a water district under the last mentioned | |
of Waterworks of any works within the said Wilmington Water District unexpired at the time of the Proclamation of such addition | |
shall immediately thereupon cease and determine. |
