Declaration of Quality Assurance Activity under section 124X of the Health Insurance Act 1973 – QAA 2/2015

I, DOCTOR ANTHONY HOBBS, delegate of the Minister for Health, under section 124X of the Health Insurance Act 1973 (the Act):

  1. DECLARE the Activity described in the Schedule to this declaration (the Activity) to be a quality assurance activity to which Part VC of the Act applies being satisfied in relation to the Activity that:

(i)any person engaging in, or proposing to engage in, the Activity is authorised to do so by an association of health professionals; and

(ii)it is in the public interest that Part VC of the Act applies to the Activity having regard to the criteria prescribed in regulations 23C to 23G (inclusive) of the Health Insurance Regulations 1975.

  1. Name of Declaration

This Declaration is the Declaration of Quality Assurance Activity under section 124X of the Health Insurance Act 1973 – QAA 2/2015.

  1. Commencement

This Declaration commences the day after registration on the Federal Register of Legislative Instruments.

  1. Cessation

This Declaration will cease to be in force at the end of 5 years after the Declaration is signed.

  1. Authority

This Declaration is made under the Health Insurance Act 1973.

  1. Schedule

The Schedule to this Instrument describes the quality assurance activity to which Part VC of the Health Insurance Act 1973 applies.

1           Organisation engaging in activity:

Australasian Cardiac Surgery Research Institution (ACSRI)

Title:

Australian and New Zealand Society of Cardiac and Thoracic Surgeons’ Cardiac Surgery Monitoring Program

Description:

This Activity has established a standardised database and definitions for clinical information on adult cardiac surgical patients. The data, which is transmitted to a central database repository, is collected and analysed, and the outcomes are evaluated statistically to determine the adequacy of performance of hospital units and individual surgeons. The data set and definitions are reviewed bi-ennially in order to allow integration with other evolving databases. This Activity expands the Australian and New Zealand Society of Cardiac and Thoracic Surgeons’ Cardiac Surgery Monitoring Program and aims to eventually include all public and private hospital units.
