Part 1      Preliminary

  1. Name of Declaration

This Declaration is the Declaration of Quality Assurance Activity under section 124X of the Health Insurance Act 1973.

  1. Commencement

This Declaration commences the day after registration on the Federal Register of 
Legislative Instruments. Section 124X(4) of the Act prescribes that, unless sooner
      revoked, this declaration ceases to be in force at the end of five years after the
      instrument of declaration was signed.

QAA4/2011 – Declared Quality Assurance Activities

[1]       Australian Orthopaedic Association National Joint Replacement Registry

Description:

Australian Orthopaedic Association National Joint Replacement Registry (AOANJRR) is a quality assurance activity improving the outcome of all types of joint replacement surgery in Australia. It does this by identifying factors affecting the outcome of joint replacement surgery and educating surgeons, patients, healthcare providers, hospitals, government and industry on the comparative performance of different approaches to joint replacement.  Data are collected from all hospitals undertaking joint replacement in Australia.  Each year AOANJRR reports on the outcomes of joint replacement surgery.  The annual report provides information on patient demographics and outcomes including morbidity and mortality as well as prostheses effectiveness and survival rate.

[2]       Australian and New Zealand Audit of Surgical Mortality (ANZASM)

Description:

The Australian and New Zealand Audit of Surgical Mortality (ANZASM) is being conducted the Royal Australasian College of Surgeons.  ANZASM is a framework of regionally based mortality audits designed to provide an external peer review of surgically related deaths. Each respective regional audit collects a minimum data-set  in a de-identified format, in relation to deaths occurring whilst under the care of a surgeon.  In collecting the data, the audit facilitates peer-reviews of clinical events, system errors and process errors.  State and Territory Health Departments receive data reporting, case note review booklets and a National Report (a combined report on data from all regional audits) on at least annual basis.  Recommendations and trend analysis are highlighted by this data and State and Territory Health Departments can possibly use the data to review the performance levels of surgical care in their respective health care systems. The ANZASM also involves data from audits conducted by the Australian and New Zealand College of Anaesthetists (ANZCA).
