1. Name of Declaration

This Declaration is the Declaration of Quality Assurance Activity under section 124X of the Health Insurance Act 1973 – QAA 2/2017.

1. Commencement

This Declaration commences on the day after registration.

1. Cessation

This Declaration will cease to be in force as if repealed at the end of 5 years after the Declaration is signed.

This Declaration is made under the section 124X of the Health Insurance Act 1973.

1. Declaration of quality assurance activity

A quality assurance activity described in the Schedule to this Instrument is declared to be a quality assurance activity to which Part VC of the Health Insurance Act 1973 applies.

1          Title

Perinatal Mortality and Morbidity Audits: learning from adverse events to improve care

Description:

The activity improves the clinical and organisational practices of rural specialists and their units who have been involved in perinatal deaths or severe adverse events.  The Perinatal Mortality and Morbidity Audits: learning from adverse events to improve care develops the audit, investigation and peer review skills of rural specialists.  The audit process is based on guidelines from the Perinatal Society of Australia and New Zealand, providing rural specialists with a consistent approach to perinatal audits.

Specialists acting as audit facilitator help rural based obstetricians, gynaecologists and paediatricians and their maternity care teams audit and review events, actions and activities leading to perinatal death or morbidity.  Recommendations for clinical management are provided to the rural specialist, and the audit facilitators and rural specialists develop an action plan for improved practices.

The Perinatal Mortality and Morbidity Audits: learning from adverse events to improve care is operated by the Royal Australian and New Zealand College of Obstetricians and Gynaecologists (RANZCOG). 

The RANZCOG Steering Committee will provide the Fellows of RANZCOG with outcomes and any recommendations of the activity.  These outcomes will be published in RANZCOG quality health care journals with information on areas of vulnerability, and opportunities for improvement and positive findings.
