of the Federal Executive Council, hereby make the following Regulation under
the

Regulation 138b of the Customs Regulations is repealed and the following regulation substituted:
“138b. (1) Where the Comptroller makes a decision of a kind referred to in sub-regulation 138a (1), the Comptroller shall give written notice of the decision to the person or persons whose interests are affected by the decision.
“(2)
A notice by the Comptroller under sub-regulation (1) shall include a statement
to the effect that, subject to the
